Lawmakers tackle a host of issues in 2000    Iowa lawmakers marked the last half of the 78th Iowa General Assembly by enacting legislation in several areas during the 2000 Session.
   In House File (HF) 2565, the youth tobacco use prevention program is created. Increased penalties for underage smokers and store clerks is the subject of Senate File (SF) 2366, and tobacco fund securitization is the topic in HF 2579.
   Third-party payment of health care coverage costs for prescription contraceptive drugs, devices and services were addressed in SF 2126. Penalties for operating a motorboat or sailboat while intoxicated were enacted in HF 2331. Control of the swine disease, pseudorabies, is the focus of SF 2312. Community and in-home living assistance for senior citizens is the topic of SF 2193.
   In the tax category, the following legislation was enacted: a sales tax holiday for two-day back-to-school clothing purchases (HF 2351 ); an income tax exemption increase on pensions (HF 2560); business tax credits for research and development and for assistive devices for disabled workers (HF 2560); and sales tax exemption for electronic transactions and information services (HF 2562).
   Funding for a Vision Iowa Program and board for community and tourist attractions and for school infrastructure needs was included in SF 2447.
   Uniform electronic commerce was the topic of HF 2205. Other business legislation included in-state deposit limitation applicable to a single bank or holding company raised to 15% (SF 2158); and UCC, Article 9 revision on secured transactions (HF 2513).
   Other legislation includes violations of the sex offender registry (SF 2031); prohibiting the mistreatment of animals (HF 723); creating a Tobacco Settlement Authority Act (HF 2579); public retirement systems (SF 2411); funding of certain houshold hazardous material collection efforts; and establishment of a Water Quality Initiative Program by the Department of Agriculture and Land Stewardship (SF 2371).
