  1  4 RELATING TO THE LOESS HILLS DEVELOPMENT AND CONSERVATION
  1  5    AUTHORITY BY CREATING A HUNGRY CANYONS ALLIANCE,
  1  6    PROVIDING MEMBERSHIP GUIDELINES FOR BOARD OF DIRECTORS
  1  7    OF THE CONSERVATION AUTHORITY AND LOESS HILLS ALLIANCE,
  1  8    AND PROVIDING FOR THE ASSISTANCE OF STATE AGENCIES.

  1 10 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1 11 
  1 12    Section 1.  Section 161D.1, Code Supplement 1999, is
  1 13 amended by adding the following new subsection:
  1 14    NEW SUBSECTION.  3A.  A hungry canyons alliance is created.
  1 15 The hungry canyons alliance shall be governed by a board of
  1 16 directors appointed as provided in its bylaws and the board
  1 17 shall carry out its responsibilities under the general
  1 18 direction of the loess hills development and conservation
  1 19 authority.  The bylaws of the hungry canyons alliance are
  1 20 subject to review and approval of the loess hills development
  1 21 and conservation authority.
  1 22    Sec. 2.  Section 161D.1, Code Supplement 1999, is amended
  1 23 by adding the following new subsection:
  1 24    NEW SUBSECTION.  5.  In matters relating to the
  1 25 conservation, preservation, or development of the loess hills,
  1 26 state agencies shall coordinate, cooperate, and consult with
  1 27 the loess hills development and conservation authority and its
  1 28 associated alliances.
  1 29    Sec. 3.  Section 161D.5, subsection 1, Code Supplement
  1 30 1999, is amended by adding the following new paragraph:
  1 31    NEW PARAGRAPH.  c.  The voting members of the board of
  1 32 directors appointed pursuant to paragraphs "a" and "b" shall
  1 33 include agricultural producers owning real property within the
  1 34 loess hills landform.
