  6 31 4, from the funds appropriated in 1998 Iowa Acts, chapter
  6 32 1216, section 1, subsection 1, to the department of education
  6 33 for extended school year grants, which remain unencumbered or
  6 34 unobligated on June 30, 1999, the sum of $735,000 685,000
  6 35 shall not revert to the general fund of the state and shall
  7  1 not be available for expenditure for the following fiscal year
  7  2 for purposes of extended school year grants, but shall be
  7  3 reallocated by the department as follows:
  7  4    Sec. 16.  1999 Iowa Acts, chapter 205, section 10,
  7  5 subsection 1, paragraph b, is amended to read as follows:
  7  6    b.  The sum of $100,000 50,000 to the division of libraries
  7  7 and information services for promotion of the next decennial
  7  8 federal census.
  7  9    Sec. 17.  REVERSION OF EXTENDED SCHOOL YEAR GRANT MONEYS.
  7 10 Notwithstanding section 256.22, subsection 4, and 1998 Iowa
  7 11 Acts, chapter 1216, section 1, subsection 1, the $50,000 made
  7 12 available from the reduction made to the allocation in 1999
  7 13 Iowa Acts, chapter 205, section 10, subsection 1, in sections
  7 14 15 and 16 of this division of this Act, and any other moneys
  7 15 remaining unencumbered or unobligated from the appropriation
  7 16 made in 1998 Iowa Acts, chapter 1216, section 1, subsection 1,
  7 17 shall revert to the credit of the general fund of the state on
  7 18 the effective date of this section of this Act.  
  7 19                     STATE BOARD OF REGENTS
  7 20    Sec. 18.  1999 Iowa Acts, chapter 205, section 13,
  7 21 subsection 1, is amended by adding the following new
  7 22 paragraph:
  7 23    NEW PARAGRAPH.  f.  The sum of the appropriations made in
  7 24 this subsection to the office of the state board of regents is
  7 25 reduced by $6,459.  Within one day of the effective date of
  7 26 this lettered paragraph, the office shall notify the general
  7 27 assembly, the department of management, and the legislative
  7 28 fiscal bureau of the amount of reduction established by the
  7 29 office for each appropriation in order to allocate the total
  7 30 reduction amount required by this lettered paragraph.
  7 31    Sec. 19.  1999 Iowa Acts, chapter 205, section 13,
  7 32 subsection 2, is amended by adding the following new
  7 33 paragraph:
  7 34    NEW PARAGRAPH.  q.  The sum of the appropriations made in
  7 35 this subsection to the state university of Iowa is reduced by
  8  1 $1,563,634.  Within one day of the effective date of this
  8  2 lettered paragraph, the state university shall notify the
  8  3 general assembly, the department of management, and the
  8  4 legislative fiscal bureau of the amount of reduction
  8  5 established by the state university for each appropriation in
  8  6 order to allocate the total reduction amount required by this
  8  7 lettered paragraph.
  8  8    Sec. 20.  1999 Iowa Acts, chapter 205, section 13,
  8  9 subsection 3, is amended by adding the following new
  8 10 paragraph:
  8 11    NEW PARAGRAPH.  g.  The sum of the appropriations made in
  8 12 this subsection to the Iowa state university of science and
  8 13 technology is reduced by $1,320,567.  Within one day of the
  8 14 effective date of this lettered paragraph, the university
  8 15 shall notify the general assembly, the department of
  8 16 management, and the legislative fiscal bureau of the amount of
  8 17 reduction established by the university for each appropriation
  8 18 in order to allocate the total reduction amount required by
  8 19 this lettered paragraph.
  8 20    Sec. 21.  1999 Iowa Acts, chapter 205, section 13,
  8 21 subsection 4, is amended by adding the following new
  8 22 paragraph:
  8 23    NEW PARAGRAPH.  d.  The sum of the appropriations made in
  8 24 this subsection to the university of northern Iowa is reduced
  8 25 by $446,351.  Within one day of the effective date of this
  8 26 lettered paragraph, the university shall notify the general
  8 27 assembly, the department of management, and the legislative
  8 28 fiscal bureau of the amount of reduction established by the
  8 29 university for each appropriation in order to allocate the
  8 30 total reduction amount required by this lettered paragraph.

  9 16 the public broadcasting division of the department of
  9 17 education for the fiscal year beginning July 1, 1999, and
  9 18 ending June 30, 2000, the following amount, or so much thereof
  9 19 as is necessary, to be used for the purposes designated in
  9 20 subsections 1 and 2 and for the following full-time equivalent
  9 21 positions:

  9 25                        OTHER PROVISIONS
  9 26    Sec. 24.  MEDICAL ASSISTANCE CLAIMING BY STATE BOARD OF
  9 27 REGENTS.  The state shall enter into a contract to enhance
  9 28 claiming of medical assistance program reimbursement payable
  9 29 for services provided by the state university of Iowa
  9 30 hospitals and clinics.  After payment of contract costs, the
  9 31 first $4,000,000 received in additional reimbursement from the
  9 32 enhanced claiming during the period beginning with the
  9 33 effective date of this Act, and ending June 30, 2001, shall be
  9 34 credited to the general fund of the state.  The balance of the
  9 35 additional reimbursement received during the period is
 10  1 appropriated to the state board of regents for the state
 10  2 university of Iowa hospitals and clinics for other expenses
 10  3 associated with the enhanced claiming and for the provision of
 10  4 services.  The state board of regents shall report quarterly
 10  5 during the period delineated in this section to the department
 10  6 of management and the legislative fiscal bureau concerning the
 10  7 enhanced claiming and reimbursement that is received and
 10  8 anticipated.
 10  9    Sec. 25.  EDUCATIONAL EXCELLENCE PROGRAM.  For the fiscal
 10 10 year beginning July 1, 1999, and ending June 30, 2000, the
 10 11 appropriation from the general fund of the state to the
 10 12 department of education for the educational excellence program
 10 13 in section 294A.25, after the allocations for Phase I and
 10 14 Phase II of the program, is reduced by the following amount:

 10 16    Sec. 26.  1999 Iowa Acts, chapter 208, section 23,
 10 17 subsection 2, is amended to read as follows:
 10 18    2.  For a contract to purchase internet connectivity from
 10 19 an internet service provider which provides internet filter
 10 20 filtering services for school districts who wish to receive
 10 21 such services:  
 10 22 .................................................. $     50,000
 10 23    The department of education shall work with the boards of
 10 24 directors of school districts and area education agencies in
 10 25 establishing service requirements and selecting an internet
 10 26 service provider to provide internet filter filtering services
 10 27 through servers located at the area education agencies.  The
 10 28 goal of providing a filtering service services to a school
 10 29 district is to protect students from inappropriate internet
 10 30 websites and to promote the use of the internet for
 10 31 educational purposes.  School districts that wish to receive
 10 32 filtering services shall assume the ongoing costs of
 10 33 associated with the services.  
 10 34    Sec. 27.  Section 294A.25, subsection 11, Code Supplement
 10 35 1999, is amended to read as follows:
 11  1    11.  For the fiscal year beginning July 1, 1999, and ending
 11  2 June 30, 2000, to the department of education from phase III
 11  3 moneys the amount of one million two hundred fifty eight
 11  4 hundred twenty-five thousand dollars for support for the
 11  5 operations of the new Iowa schools development corporation and
 11  6 for school transformation design and implementation projects
 11  7 administered by the corporation.  Of the amount provided in
 11  8 this subsection, one hundred fifty thousand dollars shall be
 11  9 used for the school and community planning initiative.

 11 12    Sec. 28.  1999 Iowa Acts, chapter 201, section 5,
 11 13 subsection 2, unnumbered paragraph 2, is amended to read as

 12 12    Sec. 33.  1999 Iowa Acts, chapter 203, section 5,
 12 13 subsection 8, is amended to read as follows:
 12 14    8.  Notwithstanding 1998 Iowa Acts, chapter 1218, section
 12 15 5, subsection 7, moneys appropriated to the department of
 12 16 human services in 1995 Iowa Acts, chapter 220, section 11, for
 12 17 purposes of costs associated with the development of the X-
 12 18 PERT computer system shall not revert at the close of the
 12 19 fiscal year beginning July 1, 1998, but shall remain available
 12 20 until the close of the fiscal year beginning July 1, 1999, to
 12 21 be used as provided in this subsection.  Notwithstanding
 12 22 section 8.57, subsection 5, paragraph "c", of these moneys,
 12 23 $350,000 shall be transferred to the appropriation in this Act
 12 24 for field operations to be used for the purpose of reviewing
 12 25 and decreasing the error rate administration of the food stamp
 12 26 program in order to meet federal requirements for food stamp
 12 27 payment accuracy, $7,445 shall be used for welfare reform
 12 28 system improvements, $212,846 shall be used for a technology
 12 29 initiative to provide a buy-in option under the medical
 12 30 assistance program for persons with disabilities if Senate
 12 31 File 211 is enacted by the Seventy-eighth General Assembly,
 12 32 1999 Session, and $129,709 shall be used for county billing
 12 33 system improvements.  The department shall submit a report of
 12 34 the food stamp program error rate review and findings of the
 12 35 review to the general assembly on or before December 15, 1999.

 13 31    Of the funds appropriated in this section, not more than
 13 32 $830,784 642,944 shall be expended to implement a subsidized
 13 33 guardianship program to provide financial assistance to
 13 34 guardians of children who have a permanency order under
 13 35 section 232.104, subsection 2, paragraph "d", subparagraph
 14  1 (1), and for whom all of the following apply:
 14  2    Sec. 39.  1999 Iowa Acts, chapter 203, section 15,
 14  3 subsection 20, paragraph b, is amended to read as follows:
 14  4    b.  The moneys credited to this appropriation shall be used
 14  5 if there is any reduction in the federal financial
 14  6 participation amount for rehabilitation treatment services
 14  7 from the amount projected by the department in creating its
 14  8 budget.
 14  9    Sec. 40.  1999 Iowa Acts, chapter 203, section 19, is
 14 10 amended by adding the following new subsection:
 14 11    NEW SUBSECTION.  7.  The departments of human services and
 14 12 management shall revise their tables of organization
 14 13 applicable to the state hospital-schools and take any other
 14 14 actions necessary to fill the entire number of full-time
 14 15 equivalent positions authorized for the state hospital-schools
 14 16 in this section of this Act.
 14 17    Sec. 41.  1999 Iowa Acts, chapter 203, section 27,
 14 18 unnumbered paragraph 2, is amended to read as follows:

 17 19    Sec. 51.  1999 Iowa Acts, chapter 202, section 20, is
 17 20 amended by adding the following new subsection:
 17 21    NEW SUBSECTION.  12.  Notwithstanding section 97A.8,
 17 22 subsection 1, paragraph "b", and the percentage amounts stated
 17 23 in the appropriations made in this section, the total amount
 17 24 of the state's contribution to the peace officers' retirement,
 17 25 accident, and disability system for the fiscal year beginning
 17 26 July 1, 1999, made in this section on or after the effective
 17 27 date of this subsection shall be reduced by $1,161,207.  The
 17 28 department shall apply the reduction by prorating the
 17 29 $1,161,207 among the enforcement divisions based upon a
 17 30 division's relative share of the covered payroll for all of
 17 31 the divisions.
 17 32    Sec. 52.  HIGHWAY SAFETY PATROL FUND.  All moneys remaining
 17 33 in the highway safety patrol fund created in section 80.41,
 17 34 Code 1999, following the repeal of the fund on July 1, 1999,
 17 35 shall be transferred and credited to the general fund of the
 18  1 state on the effective date of this section of this Act.
 18  2    Sec. 53.  HOUSING OF FEDERAL AND COUNTY PRISONERS.  For the
 18  3 fiscal periods designated in subsections 1 and 2 of this
 18  4 section, the department of corrections may contract for the
 18  5 housing of federal and county prisoners in correctional
 18  6 facilities administered by the department.  Moneys received
 18  7 for such housing, less the direct expenses associated with the
 18  8 contract as approved by the department of management, shall be
 18  9 credited to the general fund of the state.  The approved
 18 10 amount for direct expenses is appropriated to the department
 18 11 of corrections.  The department of corrections shall report
 18 12 quarterly to the department of management and the legislative
 18 13 fiscal bureau concerning amounts received under the contracts,
 18 14 direct expenses incurred, and amounts credited to the general
 18 15 fund of the state.
 18 16    Moneys appropriated in this section for approved direct
 18 17 expenses that remain unexpended at the close of a fiscal
 18 18 period shall be credited to the general fund of the state.
 18 19 The provisions of this section are applicable for the
 18 20 following fiscal periods:
 18 21    1.  For the fiscal period beginning on the effective date
 18 22 of this section and ending June 30, 2000.
 18 23    2.  For the fiscal year beginning July 1, 2000, and ending
 18 24 June 30, 2001.

 18 28    Sec. 54.  1999 Iowa Acts, chapter 198, section 1,

 18 35    Sec. 55.  1999 Iowa Acts, chapter 200, section 6,
 19  1 unnumbered paragraph 1, is amended to read as follows:
 19  2    There is appropriated from the general fund of the state to
 19  3 the salary adjustment fund for distribution by the department
 19  4 of management to the various state departments, boards,
 19  5 commissions, councils, and agencies, including the state board
 19  6 of regents, for the fiscal year beginning July 1, 1999, and
 19  7 ending June 30, 2000, the amount of $52,800,000 $50,091,029,
 19  8 or so much thereof as may be necessary, to fully fund the
 19  9 following annual pay adjustments, expense reimbursements, and
 19 10 related benefits:
 19 11    Sec. 56.  INNOVATION FUND.  The department of management
 19 12 shall transfer $300,000 of the moneys credited to the
 19 13 innovation fund created in section 8.63 to the general fund of
 19 14 the state.  The transfer shall be completed during the period
 19 15 beginning with the effective date of this Act and ending with
 19 16 the close of the fiscal year that commenced on July 1, 1999.
 19 17    Sec. 57.  OUT-OF-STATE TRAVEL.  For the fiscal year
 19 18 beginning July 1, 1999, and ending June 30, 2000, the
 19 19 appropriations from the general fund of the state and the
 19 20 reversion technology initiatives account listed in this
 19 21 section are reduced in the overall amount of $364,021, as
 19 22 necessary to effect a 25 percent reduction in expenditures for
 19 23 out-of-state travel.  The reduction of the individual
 19 24 appropriations shall be allocated by the department of
 19 25 management in consultation with the affected departments and
 19 26 agencies on the basis of an individual appropriation's
 19 27 proportion of the sum of the listed appropriations as adjusted
 19 28 according to the department's or agency's ability to implement
 19 29 the reduction.  The specific amount that each individual
 19 30 appropriation is reduced shall be outlined in a memorandum
 19 31 prepared by the department of management which shall be
 19 32 submitted to the general assembly and legislative fiscal
 19 33 bureau within 30 days of the effective date of this section of
 19 34 this Act.  The reduction of an individual appropriation
 19 35 pursuant to this section shall be in addition to any other
 20  1 reduction required by law.  The reduction shall apply to the
 20  2 following appropriations:
 20  3    1.  To the indicated departments and agencies in 1999 Iowa
 20  4 Acts, chapter 195.
 20  5    2.  To the department of general services, division of
 20  6 information technology services, for embedded chips in 1999
 20  7 Iowa Acts, chapter 196.
 20  8    3.  To the departments of economic development and
 20  9 workforce development, Iowa state university of science and
 20 10 technology, state university of Iowa, university of northern
 20 11 Iowa, and public employee relations board in 1999 Iowa Acts,
 20 12 chapter 197, sections 1, 6 through 9, and 12.
 20 13    4.  To the indicated state departments and agencies in 1999
 20 14 Iowa Acts, chapter 199, sections 2 through 4, 6, 10 through
 20 15 12, 14, subsection 1, 16, and 24.
 20 16    5.  To the department for the blind, departments of elder
 20 17 affairs, public health, and human rights, Iowa state civil
 20 18 rights commission, commission of veterans affairs, and
 20 19 governor's alliance on substance abuse in 1999 Iowa Acts,
 20 20 chapter 201, sections 1 through 7, and 16.
