1 4 MAKING AN APPROPRIATION TO THE COMMISSION OF VETERANS
1 5 AFFAIRS FOR A CONTRIBUTION TOWARD THE CONSTRUCTION OF
1 6 A NATIONAL WORLD WAR II MEMORIAL.

1 8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 10 Section 1. NATIONAL WORLD WAR II MEMORIAL APPROPRIATION.
1 11 Notwithstanding section 8.57, subsection 5, paragraph "c,"
1 12 there is appropriated from the rebuild Iowa infrastructure
1 13 fund to the commission of veterans affairs for the fiscal year
1 14 beginning July 1, 2000, and ending June 30, 2001, the
1 15 following amount, or so much thereof as is necessary, to be
1 16 used for the purpose designated:
1 17 For a contribution to the World War II memorial fund for
1 18 funding the construction of a national World War II memorial
1 19 in Washington, D.C.:
1 20 .................................................. $ 278,000
1 21 The commission of veterans affairs shall not make a
1 22 contribution of any of the funds appropriated in this section
1 23 unless either of the following conditions has been met:
1 24 1. The United States secretary of the interior has issued
1 25 a construction permit for construction of the national World
1 26 War II memorial.
1 27 2. The United States secretary of the interior has not
1 28 issued a construction permit as provided in subsection 1, but
1 29 the commission of veterans affairs has determined there is
1 30 substantial evidence of sufficient funding available for
1 31 construction of the national World War II memorial.
1 32 Notwithstanding section 8.33, if the commission of veterans
1 33 affairs has not made the contribution provided for in this
1 34 section by June 30, 2002, the moneys appropriated in this
1 35 section shall revert to the rebuild Iowa infrastructure fund.
2 1 Section 8.39 shall not apply to the appropriation in this
2 2 section.
