  1  4 PROVIDING FOR ESTABLISHMENT OF A STATEWIDE ORGAN AND TISSUE
  1  5    DONOR REGISTRY.

  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  8 
  1  9    Section 1.  Section 142C.15, subsection 4, paragraph a,
  1 10 Code 1999, is amended to read as follows:
  1 11    a.  Not more than twenty percent of the moneys in the fund
  1 12 annually may be expended in the form of grants to state
  1 13 agencies or to nonprofit legal entities with an interest in
  1 14 anatomical gift public awareness and transplantation to
  1 15 conduct public awareness projects or to research and develop a
  1 16 statewide organ and tissue donor registry.  Grants shall be
  1 17 made based upon the submission of a grant application by an
  1 18 agency or entity to conduct a public awareness project or to
  1 19 research and develop a statewide organ and tissue donor
  1 20 registry.
  1 21    Sec. 2.  NEW SECTION.  142C.18  STATEWIDE ORGAN AND TISSUE
  1 22 DONOR REGISTRY.
  1 23    The director of public health may contract for the
  1 24 establishment of a statewide organ and tissue donor registry.
  1 25 The contract shall provide for a centralized database and
  1 26 automated system to make organ and tissue donor information
  1 27 available to family members and physicians seven days a week,
  1 28 twenty-four hours per day.  The registry shall be used to
  1 29 compile the organ and tissue donation information received by
  1 30 the state department of transportation, county treasurers,
  1 31 attorneys, organ donation awareness programs, and others.
  1 32    The director of public health shall work with the state
  1 33 department of transportation, county treasurers, and the Iowa
  1 34 organ donor network in developing specifications for the
  1 35 registry.  Consideration shall be given to implementing an
  2  1 automated toll-free hotline and providing internet access to
  2  2 the registry.
  2  3    Sec. 3.  STATEWIDE ORGAN AND TISSUE DONOR REGISTRY – STUDY
  2  4 – IMPLEMENTATION.  If sufficient funding is available from
  2  5 state appropriations, federal funding, or private sources, the
  2  6 Iowa department of public health shall conduct a feasibility
  2  7 study for implementation of a statewide organ and tissue donor
  2  8 registry as described in this Act.  Implementation of the
  2  9 registry is contingent upon the department securing sufficient
  2 10 funding to support initial start-up and ongoing administrative
  2 11 costs associated with the operation of the registry.
