  1  4 ELIMINATING THE FUTURE REPEAL OF THE SCHOOL FINANCE FORMULA
  1  5    AND PROVIDING FOR PERIODIC LEGISLATIVE REVIEW.

  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  8 
  1  9    Section 1.  1989 Iowa Acts, chapter 135, section 135, is
  1 10 repealed effective July 1, 2000.
  1 11    Sec. 2.  Section 257.1, Code Supplement 1999, is amended by
  1 12 adding the following new subsection:
  1 13    NEW SUBSECTION.  4.  LEGISLATIVE REVIEW.  The provisions of
  1 14 this chapter shall be subject to legislative review at least
  1 15 every five years.  The review shall be based upon a school
  1 16 finance formula status report containing the recommendations
  1 17 of a legislative interim committee appointed to conduct a
  1 18 review of the school finance formula, to be prepared with the
  1 19 assistance of the department of education, in association with
  1 20 the departments of management and revenue and finance.  The
  1 21 report shall include recommendations for school finance
  1 22 formula changes or revisions based upon demographic changes,
  1 23 enrollment trends, and property tax valuation fluctuations
  1 24 observed during the preceding five-year interval; an analysis
  1 25 of the operation of the school finance formula during the
  1 26 preceding five-year interval; and a summary of issues that
  1 27 have arisen since the previous review and potential approaches
  1 28 for their resolution.  The first such report shall be
  1 29 submitted to the general assembly no later than January 1,
  1 30 2005, with subsequent reports developed and submitted by
  1 31 January 1 at least every fifth year thereafter.
