  1  4 RELATING TO THE AUTHORITY OF CITIES AND COUNTIES TO ADOPT
  1  5    RENT CONTROL ORDINANCES.  
  1  6 
  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  8 
  1  9    Section 1.  Section 331.304, Code Supplement 1999, is
  1 10 amended by adding the following new subsection:
  1 11    NEW SUBSECTION.  11.  A county shall not adopt or enforce
  1 12 any ordinance imposing any limitation on the amount of rent
  1 13 that can be charged for leasing private residential or
  1 14 commercial property.  This subsection does not prevent the
  1 15 right of a county to manage and control residential property
  1 16 in which the county has a property interest.
  1 17    Sec. 2.  Section 364.3, Code Supplement 1999, is amended by
  1 18 adding the following new subsection:
  1 19    NEW SUBSECTION.  9.  A city shall not adopt or enforce any
  1 20 ordinance imposing any limitation on the amount of rent that
  1 21 can be charged for leasing private residential or commercial
  1 22 property.  This subsection does not prevent the right of a
  1 23 city to manage and control residential property in which the
  1 24 city has a property interest.
