PAG LIN 1 1 SENATE FILE 2082 1 2 1 3 AN ACT 1 4 RELATING TO THE ESTABLISHMENT OF THE STATE PERCENT OF 1 5 GROWTH FOR PURPOSES OF THE STATE SCHOOL FOUNDATION 1 6 PROGRAM AND PROVIDING AN APPLICABILITY DATE. 1 7 1 8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 9 1 10 Section 1. Section 257.8, subsection 1, Code Supplement 1 11 1999, is amended to read as follows: 1 12 1. STATE PERCENT OF GROWTH.The state percent of growth1 13for the budget year beginning July 1, 1999, is three percent.1 14 The state percent of growth for the budget year beginning July 1 15 1, 2000, is four percent. The state percent of growth for the 1 16 budget year beginning July 1, 2001, is four percent. The 1 17 state percent of growth for each subsequent budget year shall 1 18 be established by statute which shall be enacted within thirty 1 19 days of the submission in the year preceding the base year of 1 20 the governor's budget under section 8.21. The establishment 1 21 of the state percent of growth for a budget year shall be the 1 22 only subject matter of the bill which enacts the state percent 1 23 of growth for a budget year. 1 24 Sec. 2. APPLICABILITY. This Act is applicable for 1 25 computing state aid under the state school foundation program 1 26 for the school budget year beginning July 1, 2001. 1 27 1 28 1 29 1 30 MARY E.
