  1  4 DIRECTING THE DEPARTMENT OF EDUCATION TO CONDUCT A FEASIBILITY
  1  5    STUDY OF REORGANIZATION AND SHARING INCENTIVES FOR SCHOOL 
  1  6    DISTRICTS.

  1  8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  9 
  1 10    Section 1.  SCHOOL DISTRICT REORGANIZATION AND SHARING
  1 11 INCENTIVES STUDY.  The department of education shall study the
  1 12 feasibility of reauthorizing, or initiating new, school
  1 13 district reorganization and sharing incentives.  As a
  1 14 component of the study, the department shall invite the Iowa
  1 15 high school athletic association and the Iowa girls high
  1 16 school athletic union to submit for consideration any
  1 17 information or advice for the elimination of sports-related
  1 18 barriers to reorganization.  The study shall include, but
  1 19 shall not be limited to, a review of incentives intended to
  1 20 encourage school districts to share administrators or
  1 21 implement other sharing initiatives and a determination of the
  1 22 costs and methods for implementing the incentives identified;
  1 23 shall gather and report data relating to reorganization
  1 24 efforts since 1979, listing the school districts that utilized
  1 25 reorganization or sharing incentives such as whole grade
  1 26 sharing, shared classes or teachers, shared superintendents,
  1 27 and shared mathematics, science, and language courses, the
  1 28 current status of school districts that received
  1 29 reorganization or sharing incentives, the costs of the
  1 30 incentives, the school districts that consolidated, and how
  1 31 incentives were used by the school districts; shall study the
  1 32 feasibility of providing sharing incentives to encourage
  1 33 transportation partnering; shall determine the efficacy and
  1 34 the cost effectiveness of the incentives; shall study the
  1 35 feasibility of providing school infrastructure funding as a
  2  1 reorganization incentive; and shall identify actions that may
  2  2 be taken by the state, the department of education, area
  2  3 education agencies, and stakeholders that have proven in the
  2  4 past to assist school district reorganization and whole grade
  2  5 sharing efforts.  The department shall report its findings,
  2  6 including any recommendations, to the chairpersons and ranking
  2  7 members of the senate and house standing committees on
  2  8 education and of the joint education appropriations
  2  9 subcommittees of the Seventy-eighth General Assembly by
  2 10 January 1, 2001.
