Lawmakers Tackle a Host of Issues in 2002
   During the 2002 regular session of the 79th Iowa General Assembly, lawmakers enacted legislation in several areas. In the area of education, (SF) Senate File 348 authorizes the establishment of Iowa charter schools. The utilization of school district funds for physical plant and equipment levy purposes is addressed in SF 2228. Increasing the maximum amount of a Vocational-Technical Tuition Grant is the subject of (HF) House File 2139, while HF 2454 relates to encouraging school districts to establish character education programs.
   Other education issues include: Reorganization or dissolution of area education agencies (SF 2260); school finance, including allowable growth, area education agency payments, and state foundation aid (SF 2315); allowable financial growth for schools (SF 2328); eliminating teacher licensure of community college faculty (HF 2394); school finance and weighting for limited English proficient students (HF 2404); and the establishment of an Iowa culture trust, fund, and grant account (HF 2571).
   Qualifications of therapeutically certified optometrists is the issue in SF 374. Prohibiting human cloning is the focal point of SF 2118, while SF 2155 relates to life sustaining procedures and out-of-hospital-do-not-resuscitate orders, and SF 2205 deals with the regulation of child care and child development homes and child care centers. Creation of a registered nurse recruitment program is taken up in SF 2323. Landscape architect licensure is focused upon in HF 2281.
   Animal feeding operations and environmental regulation is the topic of SF 2293. Construction standards for pollution control structures in open animal feedlots is the focus of SF 503. Regulation of beef and pork processors is covered in SF 2309. Movement of dairy cattle from livestock markets is featured in HF 2510. Pseudorabies control is addressed in HF 2530. Interests in agricultural land by qualified enterprises is dealt with in SF 2210.
   Establishing criminal offenses for acts of terrorism is dealt with in SF 2146. Prohibiting a registered sex offender from residing near a school or child care facility is the topic of SF 2197. Criminal sentencing procedures and victim impact statements is the focus of HF 2153. Requiring all felons to submit a physical specimen for DNA profiling is the focal point of HF 2201, HF 2507 deals with creating a criminal offense for possession or distribution of anthrax, and HF 2230 relates to sentences of incarceration for third OWI motor vehicle offenses.
   Iowa English Language Reaffirmation Act of 2001 is the topic of SF 165. Access to the ICN by Homeland Security is the topic of SF 2203. Creating a new category of confidential public records in the custody of certain airports, municipal corporations, utilities or water districts is the intent of SF 2277. City annexation is taken up in HF 582, and requiring contract disclosure statements for certain real estate installment contracts is addressed in HF 2565.
   The conduct of elections and voter registration in Iowa is the focus of HF 2472, while campaign finance is the topic of HF 2538.
   The tax on premiums and subscriber contract payments received by insurance companies and health service corporations is incrementally reduced in SF 2318. Requiring the Department of Revenue and Finance to collect data on the extent and effect on taxes of electronic commerce in Iowa is the topic of SF 2321. Venture capital economic stimulus measures are included in HF 2078, Internal Revenue Code references and income tax provisions are dealt with in HF 2116. A tax credit for investments in qualifying businesses and community-based seed capital funds is the topic of HF 2271. Venture capital fund investment tax credits is the topic of HF 2586. Deferment of taxable income for start-up businesses is described in HF 2592.
