PAG LIN 1 1 SENATE FILE 2278 1 2 1 3 AN ACT 1 4 RELATING TO ANALYZING THE CONFINEMENT AND DETENTION NEEDS 1 5 OF JAILS, AND OTHER LOCAL OR REGIONAL CONFINEMENT FACILITIES, 1 6 AND PROVIDING AN EFFECTIVE DATE. 1 7 1 8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 9 1 10 Section 1. NEW SECTION. 356.36A CONFINEMENT AND 1 11 DETENTION REPORT DESIGN PROPOSALS. 1 12 The division of criminal and juvenile justice planning of 1 13 the department of human rights, in consultation with the 1 14 department of corrections, the Iowa county attorneys 1 15 association, the Iowa state sheriff's association, the Iowa 1 16 association of chiefs of police and peace officers, a 1 17 statewide organization representing rural property taxpayers, 1 18 the Iowa league of cities, and the Iowa board of supervisors 1 19 association, shall prepare a report analyzing the confinement 1 20 and detention needs of jails and facilities established 1 21 pursuant to chapter 356A. The report for each type of jail or 1 22 facility shall include but is not limited to an inventory of 1 23 prisoner space, daily prisoner counts, options for detention 1 24 of prisoners with mental illness or substance abuse service 1 25 needs, and the compliance status under section 356.36 for each 1 26 jail or facility. The report shall contain an inventory of 1 27 recent jail or facility construction projects in which voters 1 28 have approved the issuance of general obligation bonds, 1 29 essential county purpose bonds, revenue bonds, or bonds issued 1 30 pursuant to chapter 422B. The report shall be revised 1 31 periodically as directed by the administrator of the division 1 32 of criminal and juvenile justice planning. The first 1 33 submission of the report shall include recommendations on 1 34 offender data needed to estimate jail space needs in the next 1 35 two, three, and five years, on a county, geographic region, 2 1 and statewide basis, which may be based upon information 2 2 submitted pursuant to section 356.49. 2 3 Sec. 2. EFFECTIVE DATE. This Act, being deemed of 2 4 immediate importance, takes effect upon enactment. 2 5 2 6 2 7 2 8 MARY E.
