  1  4 RELATING TO ENERGY CONSERVATION INCLUDING MAKING APPRO-
  1  5    PRIATIONS OF PETROLEUM OVERCHARGE FUNDS.  
  1  6 
  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  8 
  1  9    Section 1.  There is appropriated from those funds
  1 10 designated within the energy conservation trust created in
  1 11 section 473.11, for disbursement pursuant to section 473.11,
  1 12 to the following named agencies for the fiscal year beginning
  1 13 July 1, 2002, and ending June 30, 2003, the following amounts,
  1 14 or so much thereof as is necessary, to be used for the
  1 15 purposes designated:
  1 16    1.  To the division of community action agencies of the
  1 17 department of human rights for qualifying energy conservation
  1 18 programs for low-income persons, including but not limited to
  1 19 energy weatherization projects, which target the highest
  1 20 energy users, and including administrative costs:
  1 21    To be expended from the Exxon fund:  
  1 22 .................................................. $     25,000
  1 23    2.  To the department of natural resources for the
  1 24 following purposes:
  1 25    a.  For the state energy program, from the Exxon fund:  
  1 26 .................................................. $     25,000
  1 27    b.  For administration of petroleum overcharge programs
  1 28 from the Stripper Well fund, not to exceed the following
  1 29 amount:  
  1 30 .................................................. $    150,000
  1 31    Notwithstanding section 8.33, the unencumbered or
  1 32 unobligated moneys remaining at the end of any fiscal year
  1 33 from the appropriations made in subsections 1 and 2 shall not
  1 34 revert but shall be available for expenditure during
  1 35 subsequent fiscal years until expended for the purposes for
  2  1 which originally appropriated.
