PAG LIN 1 1 SENATE FILE 2323 1 2 1 3 AN ACT 1 4 RELATING TO THE CREATION OF A REGISTERED NURSE RECRUITMENT 1 5 PROGRAM AND FUND TO BE ADMINISTERED BY THE COLLEGE STUDENT 1 6 AID COMMISSION. 1 7 1 8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 9 1 10 Section 1. NEW SECTION. 261.23 REGISTERED NURSE 1 11 RECRUITMENT PROGRAM. 1 12 1. A registered nurse recruitment program is established 1 13 to be administered by the college student aid commission. The 1 14 program shall consist of a forgivable loan program and a 1 15 tuition scholarship program for students and a loan repayment 1 16 program for registered nurses. The commission shall regularly 1 17 adjust the registered nurse service requirement under each 1 18 aspect of the program to provide, to the extent possible, an 1 19 equal financial benefit for each period of service required. 1 20 From funds appropriated for purposes of the program by the 1 21 general assembly, the commission shall pay a fee to schools of 1 22 nursing, accredited by the board of nursing, for the 1 23 administration of the program. A portion of the fee shall be 1 24 based upon the number of registered nurses recruited under 1 25 subsection 4. 1 26 2. A forgivable loan may be awarded to a resident of Iowa 1 27 who is enrolled at an accredited school of nursing, which is 1 28 located in this state, on a full-time or part-time basis in a 1 29 course of study leading to a collegiate or associate degree of 1 30 nursing, a diploma in nursing, or a graduate or equivalent 1 31 degree in nursing, if the student agrees to practice in this 1 32 state for a period of time to be determined by the commission 1 33 at the time the loan is awarded. Forgivable loans to eligible 1 34 students shall not become due until after the student 1 35 completes a licensing examination prescribed by the board of 2 1 nursing. Interest on the loans shall begin to accrue the day 2 2 following the student's graduation date. If the student 2 3 completes the period of practice established by the commission 2 4 and agreed to by the student, the loan amount shall be 2 5 forgiven. The loan amount shall not be forgiven if the 2 6 student fails to complete the required time period of practice 2 7 in this state or fails to satisfactorily continue in the 2 8 school of nursing. 2 9 3. A student enrolled at an accredited school of nursing, 2 10 which is located in this state, on a full-time or part-time 2 11 basis in a course of study leading to a collegiate or 2 12 associate degree of nursing, a diploma in nursing, or a 2 13 graduate or equivalent degree in nursing, shall be eligible 2 14 for a tuition scholarship for the student's study at the 2 15 school of nursing. The scholarship shall be for an amount not 2 16 to exceed the resident tuition rate established for 2 17 institutions of higher learning under the control of the state 2 18 board of regents. A student who receives a tuition 2 19 scholarship shall not be eligible for the loan repayment 2 20 program provided for by this section. A student who receives 2 21 a tuition scholarship shall agree to practice in a community 2 22 in this state for a period of time to be determined by the 2 23 commission at the time the scholarship is awarded. The 2 24 student shall repay the scholarship to the commission if the 2 25 student fails to practice in a community in this state for the 2 26 required period of time. 2 27 4. A registered nurse shall be eligible for the registered 2 28 nurse repayment program if the registered nurse has received 2 29 from an accredited school of nursing located in this state a 2 30 collegiate or associate degree of nursing, a diploma in 2 31 nursing, or a graduate or equivalent degree in nursing and 2 32 agrees to practice in an eligible community in this state that 2 33 has agreed to provide additional funds for the registered 2 34 nurse's loan repayment. The contract for the loan repayment 2 35 shall stipulate the time period the registered nurse shall 3 1 practice in an eligible community in this state. In addition, 3 2 the contract shall stipulate that the registered nurse repay 3 3 any funds paid on the registered nurse's loan by the 3 4 commission if the registered nurse fails to practice in an 3 5 eligible community in this state for the required period of 3 6 time. For purposes of this subsection, "eligible community" 3 7 means a community that agrees to match state funds provided on 3 8 at least a dollar-for-dollar basis for the loan repayment of a 3 9 registered nurse who practices in the community. 3 10 5. A registered nurse recruitment revolving fund is 3 11 created in the state treasury as a separate fund under the 3 12 control of the commission. The commission shall deposit 3 13 payments made by registered nurse recruitment program 3 14 recipients and the proceeds from the sale of registered nurse 3 15 forgivable loans into the registered nurse recruitment 3 16 revolving fund. Moneys credited to the fund shall be used to 3 17 supplement moneys appropriated for the registered nurse 3 18 recruitment program. Notwithstanding section 8.33, any 3 19 balance in the fund on June 30 of any fiscal year shall not 3 20 revert to the general fund of the state. 3 21 6. The commission shall adopt rules pursuant to chapter 3 22 17A to administer this section. 3 23 3 24 3 25 3 26 MARY E.
