CONSIDERATION OF BILLS
Regular Calendar

House File 662, a bill for an act relating to Iowa's community
empowerment initiative and providing an effective date, was taken
up for consideration.

Houser of Pottawattamie offered the following amendment H-1346
filed by him and Foege of Linn and moved its adoption:

H-1346

1 Amend House File 662 as follows:
2 1. Page 1, by inserting before line 1 the
3 following:
4 "Section 1. Section 28.4, subsection 12, Code
5 2001, is amended by adding the following new
6 paragraph:
7 NEW PARAGRAPH. e. It is the intent of the general
8 assembly to convene a summit meeting under the
9 auspices of the legislative council during the 2001
10 legislative interim to consider the issues described
11 in this paragraph "e". In addition to members of the
12 general assembly, those invited to participate in the
13 meeting may include members of the Iowa empowerment
14 board and community empowerment area boards,

15 representatives of the governor, persons participating
16 in community empowerment initiative services,
17 representatives of programs offered through the
18 funding streams enumerated in paragraph "d", and other
19 persons involved in efforts to achieve the desired
20 results identified for the community empowerment
21 initiative. It is anticipated that those
22 participating in the summit meeting will produce a
23 report with findings and recommendations for
24 consideration during the 2002 legislative session.
25 The issues for consideration at the summit meeting may
26 include but are not limited to the following:
27 (1) Assessing the status of the efforts to achieve
28 full cooperation between the programs offered through
29 the funding streams identified in paragraph "d" and
30 community empowerment area boards in order to avoid
31 duplication, enhance efforts, combine planning, and
32 take other steps to best utilize public funding to
33 meet the needs of the families in the areas. In
34 addition, the summit participants shall make
35 recommendations as to removing barriers or other steps
36 that may be taken so that the programs and community
37 empowerment area board efforts may be more fully
38 integrated.
39 (2) Implementing an approach to move toward a
40 statewide equalization of the public funding provided
41 for community empowerment initiative programs and
42 other state funding streams directed to similar
43 purposes.
44 (3) Identifying other age groups or result areas
45 that may be incorporated within or supported by the
46 community empowerment initiative. In addition,
47 consideration may be given to opportunities identified
48 by the governor for expanding the role of the
49 community empowerment initiative as part of the
50 governor's efforts to reorganize and redirect state

1 government.
2 (4) Considering other issues, concerns, and
3 opportunities for the community empowerment initiative
4 identified at the local and state levels."
5 2. By renumbering as necessary.

21 includes an analysis of the current state sinking fund
22 for public deposits in credit unions; a comparison of
23 the current statutory assessment process for public
24 funds deposits, a system of pledging of collateral,
25 including the current statute permitting credit unions
26 to pledge collateral, and other risk-based or nonrisk-
27 based alternatives; and such other information or
28 issues as the superintendent deems appropriate and
29 useful to the general assembly in the general
30 assembly's review of the issues and policy
31 alternatives associated with this matter.
32 3. Each report may include recommendations for
33 changes in applicable existing statutes. Each report
34 shall be submitted to the general assembly no later
35 than November 1, 2001."

10 program or twenty percent of the employer's
11 expenditures for nonpaid participant experience
12 expenses provided for in the certified program
13 agreement. The expenses may include instructor
14 expenses, instructional materials, up to one hundred
15 fifty thousand dollars of training facility costs, and
16 project coordination. The refund is limited to the
17 first four hundred hours of payroll or nonpaid
18 participant experience expenditures per participant
19 for each calendar year the participant is in the
20 certified program, not to exceed three years per
21 participant."

14 amount must be not less than an amount determined by
15 the department of economic development to be
16 sufficient to provide payment of tuition expenses

17 toward completion of not more than two academic years
18 of the required postsecondary education component of
19 the certified program at an Iowa community college or
20 an Iowa public or private college or university. This
21 amount shall be held in trust for the benefit of the
22 participant pursuant to rules adopted by the
23 department of economic development. Payment into an
24 ERISA-approved fund for the benefit of the participant
25 shall satisfy this requirement. The specific fund
26 shall be specified in the agreement. An employer that
27 is a consortium of two or more employers shall not be
28 subject to the requirements of this subsection.""
