  1  4 RELATING TO THE ENERGY LOAN FUND ADMINISTERED BY THE
  1  5    DEPARTMENT OF NATURAL RESOURCES.  
  1  6 
  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  8 
  1  9    Section 1.  Section 473.20, subsection 1, Code 2001, is
  1 10 amended to read as follows:
  1 11    1.  The department may make loans to the state, state
  1 12 agencies, political subdivisions of the state, school
  1 13 districts, area education agencies, community colleges, and
  1 14 nonprofit organizations for implementation of energy
  1 15 conservation measures identified in a comprehensive
  1 16 engineering analysis.  Loans shall not be made for energy
  1 17 conservation measures that require more than an average of six
  1 18 years for the state, state agency, political subdivision of
  1 19 the state, school district, area education agency, community
  1 20 college, or nonprofit organization as an entity to recoup the
  1 21 actual or projected cost of construction and acquisition of
  1 22 the improvements; and cost of the engineering plans and
  1 23 specifications be made for all cost effective energy
  1 24 management improvements.  For the state, state agencies,
  1 25 political subdivisions of the state, school districts, area
  1 26 education agencies, community colleges, and nonprofit
  1 27 organizations to receive a loan from the fund, the department
  1 28 shall require completion of an energy management plan
  1 29 including an energy audit and a comprehensive engineering
  1 30 analysis.  The department shall approve loans made under this
  1 31 section.
