  1  1    Amend House File 692 as follows:
  1  2    #1.  Page 3, by inserting after line 4, the
  1  3 following:
  1  4    Sec.    .  NEW SECTION.  56.14B  FALSE INFORMATION
  1  5 IN POLITICAL MATERIAL.
  1  6    1.  A person shall not be a sponsor of any
  1  7 published material on behalf of or in opposition to
  1  8 any candidate or ballot issue that contains any
  1  9 assertion, representation, or statement of fact,
  1 10 including, but not limited to, information concerning
  1 11 a candidate's prior public record, that the sponsor
  1 12 knows to be untrue, deceptive, or misleading.
  1 13    2.  For purposes of this section, "published
  1 14 material" means statements or graphic representations
  1 15 made through any public medium that includes, but is
  1 16 not limited to, any of the following:
  1 17    a.  Electronic media such as live or prerecorded
  1 18 radio or television broadcasts, broadcasts or
  1 19 transmissions through other publicly available
  1 20 electronic communications, and video or audio tape
  1 21 recordings that are publicly distributed.
  1 22    b.  Print media, such as newspapers, pamphlets,
  1 23 folders, display cards, signs, posters, or billboard
  1 24 advertisements.
  1 25    c.  Any other methods or mediums designed for
  1 26 publicly advertising or publishing information.
  1 27    3.  For purposes of this section, "sponsor" means a
  1 28 person who pays for or approves published material and
  1 29 shall include a candidate or committee that knows and
  1 30 approves of an independent expenditure made by another
  1 31 person under section 56.13."
  1 32    #2.  Title page, line 1, by striking the words
  1 33 "mandatory disclosures in" and inserting the
  1 34 following:  "limitations relating to".
  1 35    #3.  Title page, line 2, by striking the word
  1 36 "telephone".
  1 37    #4.  By renumbering as necessary.
