  1  4 RELATING TO STATE GENERAL FUND EXPENDITURE LIMITATION
  1  5    REQUIREMENTS FOR TRANSMISSION OF THE STATE BUDGET BY THE
  1  6    GOVERNOR AND PASSAGE OF THE STATE BUDGET BY THE GENERAL
  1  7    ASSEMBLY.

  1  9 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1 10 
  1 11    Section 1.  Section 8.54, subsections 7 and 8, Code 2001,
  1 12 are amended by striking the subsections and inserting in lieu
  1 13 thereof the following:
  1 14    7.  The governor shall transmit to the general assembly, in
  1 15 accordance with section 8.21, a budget which does not exceed
  1 16 the state general fund expenditure limitation.  The general
  1 17 assembly shall pass a budget which does not exceed the state
  1 18 general fund expenditure limitation.  The governor shall not
  1 19 transmit a budget with recommended appropriations in excess of
  1 20 the state general fund expenditure limitation and the general
  1 21 assembly shall not pass a budget with appropriations in excess
  1 22 of the state general fund expenditure limitation.  In
  1 23 complying with the requirements of this subsection, the
  1 24 governor and the general assembly shall not rely on any
  1 25 anticipated reversion of appropriations in order to meet the
  1 26 state general fund expenditure limitation.
