  1  1    Amend House File 662 as follows:
  1  2    #1.  Page 1, by inserting before line 1 the
  1  3 following:
  1  4    "Section 1.  Section 28.4, subsection 12, Code
  1  5 2001, is amended by adding the following new
  1  6 paragraph:
  1  7    NEW PARAGRAPH.  e.  It is the intent of the general
  1  8 assembly to convene a summit meeting under the
  1  9 auspices of the legislative council during the 2001
  1 10 legislative interim to consider the issues described
  1 11 in this paragraph "e".  In addition to members of the
  1 12 general assembly, those invited to participate in the
  1 13 meeting may include members of the Iowa empowerment
  1 14 board and community empowerment area boards,
  1 15 representatives of the governor, persons participating
  1 16 in community empowerment initiative services,
  1 17 representatives of programs offered through the
  1 18 funding streams enumerated in paragraph "d", and other
  1 19 persons involved in efforts to achieve the desired
  1 20 results identified for the community empowerment
  1 21 initiative.  It is anticipated that those
  1 22 participating in the summit meeting will produce a
  1 23 report with findings and recommendations for
  1 24 consideration during the 2002 legislative session.
  1 25 The issues for consideration at the summit meeting may
  1 26 include but are not limited to the following:
  1 27    (1)  Assessing the status of the efforts to achieve
  1 28 full cooperation between the programs offered through
  1 29 the funding streams identified in paragraph "d" and
  1 30 community empowerment area boards in order to avoid
  1 31 duplication, enhance efforts, combine planning, and
  1 32 take other steps to best utilize public funding to
  1 33 meet the needs of the families in the areas.  In
  1 34 addition, the summit participants shall make
  1 35 recommendations as to removing barriers or other steps
  1 36 that may be taken so that the programs and community
  1 37 empowerment area board efforts may be more fully
  1 38 integrated.
  1 39    (2)  Implementing an approach to move toward a
  1 40 statewide equalization of the public funding provided
  1 41 for community empowerment initiative programs and
  1 42 other state funding streams directed to similar
  1 43 purposes.
  1 44    (3)  Identifying other age groups or result areas
  1 45 that may be incorporated within or supported by the
  1 46 community empowerment initiative.  In addition,
  1 47 consideration may be given to opportunities identified
  1 48 by the governor for expanding the role of the
  1 49 community empowerment initiative as part of the
  1 50 governor's efforts to reorganize and redirect state
  2  1 government.
  2  2    (4)  Considering other issues, concerns, and
  2  3 opportunities for the community empowerment initiative
  2  4 identified at the local and state levels."
