1 4 DIRECTING THE DEPARTMENT OF EDUCATION TO ESTABLISH A TASK
1 5 FORCE TO CONDUCT A COMPREHENSIVE REVIEW OF THE LICENSING
1 6 OF COMMUNITY COLLEGE FACULTY.

1 8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 10 Section 1. REVIEW OF COMMUNITY COLLEGE FACULTY LICENSING
1 11 REQUIREMENTS.
1 12 1. The general assembly finds a consensus in the state
1 13 supportive of a review of the licensing of community college
1 14 faculty by the board of educational examiners.
1 15 2. The department of education shall establish a task
1 16 force to conduct a comprehensive review of the licensing of
1 17 community college faculty by the board of educational
1 18 examiners including but not limited to related issues such as
1 19 tenure and termination procedures. The department shall
1 20 submit a written report of its findings and recommendations to
1 21 the chairpersons and ranking members of the senate and house
1 22 of representatives standing committees on education by
1 23 December 1, 2001.
1 24 3. The members of the task force shall include, but shall
1 25 not be limited to, the following:
1 26 a. One member who shall be the director of the department
1 27 of education or the director's designee.
1 28 b. One member who shall be the director of the board of
1 29 educational examiners or the director's designee.
1 30 c. One member appointed by the largest collective
1 31 bargaining organization representing teachers in the state.
1 32 d. One member who shall be a community college president
1 33 appointed by an association which represents the largest
1 34 number of community college presidents in the state.
1 35 e. One member who shall be a community college trustee
2 1 appointed by an association which represents the largest
2 2 number of community college trustees in the state.
2 3 f. One member who shall be appointed by the community
2 4 college council.
2 5 g. One member who shall be employed by a community college
2 6 as an instructor in vocational education and who shall be
2 7 appointed by the director of the department of education; and
2 8 one member who shall be employed by a community college as an
2 9 instructor in arts and science courses who shall be appointed
2 10 by the director of the department of education. In making
2 11 these appointments, the director shall give consideration to
2 12 enrollment, subject area, and representation of different
2 13 geographic regions.
2 14 h. Other members appointed by the director of the
2 15 department of education as necessary.
2 16 4. Appointments are subject to sections 69.16 and 69.16A.
2 17 5. If sufficient funds are appropriated by the general
2 18 assembly for purposes of the task force, citizen members shall
2 19 be reimbursed for actual and necessary expenses incurred in
2 20 performance of their duties.
