         The Senate met in regular session at 1:58 p.m., President Boswell
    presiding.

         Prayer was offered by Rabbi Henry Karp of the Temple Emanuel,
    Davenport, Iowa.

         The Journal of Friday, April 12, 1996, was approved.



                                   QUORUM CALL

         Senator Horn requested a non record roll call to determine that a
    quorum was present.

         The vote revealed 48 present, 2 absent and a quorum present.

         President pro tempore Bisignano took the chair at 2:07 p.m.



                         MOTION TO RECONSIDER WITHDRAWN

    House File 428

         Senator Rensink withdrew the motion to reconsider House File 428, a
    bill for an act relating to the expenditure of moneys deposited in an
    E911 service fund, filed by him on April 12, 1996, and found on page
    1368 of the Senate Journal.



                             ADOPTION OF RESOLUTIONS

         Senator Horn asked and received unanimous consent to take up for
    consideration Senate Resolution 114.
    Senate Resolution 114

         On motion of Senator Boswell, Senate Resolution 114, a senate
    resolution honoring Iowa State University track and field coordinator
    and former head mens cross country coach Bill Bergan on his retirement,
    was taken up for consideration.

         Senator Boswell moved the adoption of Senate Resolution 114, which
    motion prevailed by a voice vote.

    Senate Concurrent Resolution 117

         On motion of Senator Szymoniak, Senate Concurrent Resolution 117, a
    concurrent resolution designating the week of April 14 through April 21,
    1996, as Days of Remembrance of the victims of the Holocaust, with
    report of committee recommending passage, was taken up for
    consideration.

         Senator Szymoniak moved the adoption of Senate Concurrent
    Resolution 117, which motion prevailed by a voice vote.

         Senator Horn asked and received unanimous consent to take up for
    consideration Senate Resolution 115.

    Senate Resolution 115

         On motion of Senator Deluhery, Senate Resolution 115, a senate
    resolution honoring the memory and efforts of United States Secretary of
    Commerce Ronald H. Brown, was taken up for consideration.

         Senator Deluhery moved the adoption of Senate Resolution 115, which
    motion prevailed by a voice vote.



                           HOUSE AMENDMENT CONSIDERED

    Senate File 2256

         Senator Maddox called up for consideration Senate File 2256, a bill
    for an act relating to possession or control of alcohol by persons aged
    eighteen, nineteen, and twenty, and providing a penalty, amended by the
    House in House amendment S-5707 filed April 10, 1996.
         Senator Maddox asked and received unanimous consent that action on
    House amendment S-5707 and Senate File 2256 be deferred.

         The Senate stood at ease at 2:28 p.m. until the fall of the gavel.

    House File 2421

         On motion of Senator Halvorson, House File 2421, a bill for  an act
    relating to and making appropriations to the state department of
    transportation including allocation and use of moneys from the general
    fund, road use tax fund, and primary road fund, making appropriations
    for capital projects from the rebuild Iowa infrastructure fund, and
    relating to the Iowa communications network, construction projects for
    the commission of veterans affairs, county fairs, recreational trails,
    and nonreversion of certain appropriations, and providing an effective
    date, with report of committee recommending amendment and passage, was
    taken up for consideration.

         The Senate stood at ease at 2:36 p.m. until the fall of the gavel
    for the purpose of a party caucus.

         The Senate resumed session at 3:34 p.m., President Boswell
    presiding.
