  1  2                       BY  KRAMER
  1  3           (COMPANION TO LSB 4425HH BY JACOBS)
  1  4 A Concurrent Resolution designating the week of April 14
  1  5    through April 21, 1996, as Days of Remembrance of the
  1  6    Victims of the Holocaust.
  1  7    WHEREAS, the Holocaust was the state-sponsored,
  1  8 systematic persecution and annihilation of European
  1  9 Jewry by Nazi Germany and its collaborators between
  1 10 1933 and 1945; and
  1 11    WHEREAS, the primary victims of the Holocaust were
  1 12 6,000,000 Jews, another 5,000,000 victims included
  1 13 Gypsies, Serbs, Poles, resistance fighters, German
  1 14 opponents of Nazism, homosexuals, Jehovah's Witnesses,
  1 15 Soviet prisoners of war, political dissidents,
  1 16 habitual criminals, beggars, vagrants, and hawkers;
  1 17 and
  1 18    WHEREAS, 1996 marks the fiftieth anniversary of the
  1 19 International Military Tribunal's trial at Nuremberg
  1 20 of 22 major Nazi leaders, and the continuation of
  1 21 subsequent military tribunals at Nuremberg, as well as
  1 22 in other Allied-occupied sectors of Germany, to try
  1 23 additional Nazi criminals; and
  1 24    WHEREAS, the charter for the Nuremberg Trials
  1 25 established, for the first time in international law,
  1 26 that crimes against humanity, as well as crimes
  1 27 against peace, and war crimes are punishable, thus
  1 28 making the individuals who were responsible for
  1 29 promulgating governmental policies that resulted in
  1 30 aggressive war and genocide accountable for their
  2  1 actions; and
  2  2    WHEREAS, Americans recognize that in addition to
  2  3 the need for international law to provide judicial
  2  4 accountability for crimes against humanity, each
  2  5 citizen is responsible for eternal vigilance against
  2  6 all tyranny; and
  2  7    WHEREAS, Tuesday, April 16, 1996, has been
  2  8 designated, pursuant to an Act of Congress, as a Day
  2  9 of Remembrance of the Victims of the Holocaust, known
  2 10 internationally as Yom Hashoah; NOW THEREFORE,
  2 11    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  2 12 REPRESENTATIVES CONCURRING, That the week of April 14
  2 13 through April 21, 1996, is designated as Days of
  2 14 Remembrance of the Victims of the Holocaust, in memory
  2 15 of the victims.
  2 16    BE IT FURTHER RESOLVED, That the General Assembly
  2 17 encourage the citizens of Iowa to strive collectively
  2 18 and individually to overcome bigotry, hatred, and
  2 19 indifference through learning, tolerance, and
  2 20 remembrance.
