PAG LIN 1 1 Amend the amendment, S-5700, to House File 2421, as 1 2 amended, passed, and reprinted by the House, as 1 3 follows: 1 4 #1. Page 13, by inserting after line 34 the 1 5 following: 1 6 "Sec. . ACCESS IOWA HIGHWAYS - INTENT - REPORT. 1 7 1. INTENT. It is the intent of the general 1 8 assembly to formulate an access Iowa plan which shall 1 9 designate portions of the commercial and industrial 1 10 network of highways as access Iowa highways. The goal 1 11 of the access Iowa plan shall be to enhance the 1 12 existing Iowa economy and ensure its continuing 1 13 development and growth in the national and global 1 14 competitive marketplace by providing for early 1 15 completion of the construction of the most important 1 16 portions of the Iowa highway system. These portions 1 17 of the system shall be those that are essential for 1 18 support of intrastate transportation and commerce and 1 19 essential for ensuring Iowans direct access to the 1 20 nation's system of interstate highways and 1 21 transportation services. 1 22 The general assembly's past actions are consistent 1 23 with the access Iowa plan. The general assembly has 1 24 set general policy guidelines for the state 1 25 transportation commission's planning and programming 1 26 development, directed that road service be equalized 1 27 throughout the state, determined that a commercial and 1 28 industrial network of highways would benefit Iowa 1 29 transportation services, directed the commission to 1 30 focus at least part of their legislatively provided 1 31 resources on the commercial and industrial network, 1 32 and directed that the commission consider equalization 1 33 of accessibility for economic development as one of 1 34 the factors in establishing its plan and program 1 35 priorities for the commercial and industrial network. 1 36 These actions recognize that interstate commerce and 1 37 national economic development are furthered and 1 38 supported by the national system of interstate and 1 39 defense highways and the national highway system, and 1 40 that Iowa commerce and economic development are 1 41 supported by Iowa's commercial and industrial network 1 42 of highways. 1 43 2. ACCESS IOWA HIGHWAY DESIGNATION. The state 1 44 department of transportation shall designate portions 1 45 of the commercial and industrial network of highways 1 46 as access Iowa highways and shall expedite and 1 47 accelerate development of access Iowa highways. When 1 48 designating those portions of the commercial and 1 49 industrial network as access Iowa highways, the 1 50 department shall consider the direct and priority 2 1 linkages between economic centers within the state 2 2 with populations of 20,000 or more and the enhancement 2 3 of intrastate mobility and Iowa regional accessibility 2 4 and national accessibility. 2 5 3. REPORT. The state department of transportation 2 6 shall provide a report to the general assembly by 2 7 January 15, 1997, designating which portions of the 2 8 commercial and industrial network of highways the 2 9 department determines to be access Iowa highways. The 2 10 department shall list the highway improvements 2 11 necessary to provide modern and safe four-lane highway 2 12 service on access Iowa highways. The report shall 2 13 include program changes and options needed to enable 2 14 the early, rapid, expedited, and accelerated 2 15 completion of the development of access Iowa highways, 2 16 including funding and other support necessary to 2 17 ensure the early completion of the construction of the 2 18 access Iowa highways." 2 19 #2.
