  1  1           HOUSE CONCURRENT RESOLUTION NO. 110
  1  2                       BY TYRRELL
  1  3 A Concurrent Resolution requesting the State Department
  1  4    of Transportation to establish a scenic route
  1  5    designation.
  1  6    WHEREAS, the State Department of Transportation is
  1  7 required by statute to prepare a statewide, long-range
  1  8 plan for the protection, enhancement and
  1  9 identification of highways and secondary roads which
  1 10 pass through unusually scenic areas of the state, as
  1 11 scenic routes; and
  1 12    WHEREAS, the legislative intent governing the
  1 13 designation of scenic routes as stated in section
  1 14 306D.1, subsection 1, paragraph "c", finds that the
  1 15 landscape qualities of unusually scenic routes
  1 16 throughout the state have not been protected from
  1 17 visual and resource deterioration and specifically
  1 18 states that these include areas which pass near the
  1 19 state's nationally significant areas such as the
  1 20 bluffs of the Mississippi and Missouri rivers and the
  1 21 Amana colonies, the Herbert Hoover historical site,
  1 22 federal reservoirs, communities surrounding the
  1 23 state's natural lakes, the Des Moines river greenbelt,
  1 24 and the great river road; and
  1 25    WHEREAS, when a highway is designated as a scenic
  1 26 highway in the department's plan, the scenic highway
  1 27 routes are incorporated in state and local tourism
  1 28 development and marketing programs; and
  1 29    WHEREAS, the route from the Marshall-Hardin County
  1 30 line along the Iowa River Valley to Iowa City, through
  2  1 Liscomb, Albion, Marshalltown, Quarry, LeGrand,
  2  2 Montour, Toledo, Tama, Chelsea, Belle Plaine, Marengo,
  2  3 the Amana colonies, and Tiffin, is unusually scenic;
  2  4 and
  2  5    WHEREAS, this route includes areas of great scenic
  2  6 beauty and historical value most particularly, the
  2  7 Amana colonies and also including the Amana Nature
  2  8 Trail and F.W. Kent Park, the scenic area of Mormon
  2  9 Ridge and Three Bridges County Park in Marshall
  2 10 County, the Old Lincoln Way through Belle Plaine and
  2 11 Chelsea, the Pioneer Heritage Museum and the restored
  2 12 1880 courthouse in Marengo; and
  2 13    WHEREAS, the scenic quality through which these
  2 14 routes pass, needs protection and enhancement; and
  2 15    WHEREAS, designation of this route will greatly
  2 16 enhance the capability of these areas to attract
  2 17 tourism; NOW THEREFORE,
  2 18    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  2 19 SENATE CONCURRING, That the State Department of
  2 20 Transportation is requested to designate the highways
  2 21 from the Marshall-Hardin County line along the Iowa
  2 22 River Valley to Iowa City, through Liscomb, Albion,
  2 23 Marshalltown, Quarry, LeGrand, Montour, Toledo, Tama,
  2 24 Chelsea, Belle Plaine, Marengo, the Amana colonies,
  2 25 and Tiffin, as a scenic route.
  2 26    BE IT FURTHER RESOLVED, That a copy of this
  2 27 resolution be sent to the Director of Transportation.
