  1  3                 (SUCCESSOR TO SSB 2357)
  1  4 A Senate Resolution honoring the memory and efforts of
  1  5    United States Secretary of Commerce Ronald H. Brown.
  1  6    WHEREAS, Secretary of Commerce Ronald H. Brown
  1  7 served as United States Secretary of Commerce prior to
  1  8 his tragic death and the deaths of the members of the
  1  9 business delegation and flight crew while on a mission
  1 10 to develop trade and investment opportunities for
  1 11 American businesses and to assist in the rebuilding of
  1 12 the economies of Bosnia and Croatia; and
  1 13    WHEREAS, Secretary Brown led the transformation of
  1 14 America into an export superpower, leading the
  1 15 creation of the first-ever national export strategy to
  1 16 assist United States companies in realizing their
  1 17 export potential, translating that strategy into
  1 18 results by winning over $80 billion of foreign
  1 19 contracts for United States businesses; and
  1 20    WHEREAS, Secretary Brown, as the nation's first
  1 21 African-American Secretary of Commerce, demonstrated
  1 22 again and again that America's diversity is America's
  1 23 strength, by fighting for resources to help minority
  1 24 businesses expand, by promoting diversity at the
  1 25 Department of Commerce, and by solidifying the trade
  1 26 ties between a diverse America and new, emerging
  1 27 markets in South Africa, the Middle East, Ireland,
  1 28 Latin America, Asia, and Central Europe; and
  1 29    WHEREAS, Secretary Brown championed the role of
  1 30 civilian technology as a critical ingredient of United
  2  1 States success in the global marketplace by entering
  2  2 into more than 220 public-private partnerships through
  2  3 the Advanced Technology Program to ensure that America
  2  4 remains the world's technology leader; and
  2  5    WHEREAS, Secretary Brown spurred the growth of the
  2  6 emerging information superhighway, while ensuring that
  2  7 it reaches schools, hospitals, cities, and farms; and
  2  8    WHEREAS, Secretary Brown promoted sustainable
  2  9 development, encouraging both economic growth and
  2 10 environmental protection by rebuilding depleted
  2 11 fisheries, boosting the export of environmental
  2 12 technologies, and modernizing our nation's weather
  2 13 service; and
  2 14    WHEREAS, upon becoming Secretary of Commerce,
  2 15 Secretary Brown visited Iowa and examined the joint
  2 16 technology transfer programs at Iowa State University
  2 17 and Des Moines Area Community College, which combine
  2 18 the resources of private industry, educational
  2 19 institutions, and the federal government to accomplish
  2 20 technology transfer objectives; and
  2 21    WHEREAS, Secretary Brown was the lead person in
  2 22 President Clinton's administration who successfully
  2 23 implemented the transfer of funds from the more
  2 24 expensive Department of Defense programs to the
  2 25 university-private industry partnership program; and
  2 26    WHEREAS, Secretary Brown was a strong proponent of
  2 27 export programs, and as a member of cabinet-level
  2 28 interagency committees, supported export programs in
  2 29 both the Commerce Commercial Services programs and the
  2 30 Small Business Administration programs which have
  3  1 helped Iowa businesses to utilize the services of
  3  2 state agencies and the United States Department of
  3  3 Commerce office in Des Moines to increase exports; and
  3  4    WHEREAS, Secretary Brown, prior to his service as
  3  5 Secretary of Commerce, also served his country with
  3  6 distinction and great effectiveness in the Bureau of
  3  7 Export Administration, the Economic Development
  3  8 Administration, the International Trade
  3  9 Administration, the Economic and Statistics
  3 10 Administration, the Minority Business Development
  3 11 Agency, the National Oceanic and Atmospheric
  3 12 Administration, the National Telecommunications and
  3 13 Information Administration, the Patent and Trademark
  3 14 Office, and the United States Travel and Tourism
  3 15 Administration; NOW THEREFORE,
  3 16    BE IT RESOLVED BY THE SENATE, That tribute be paid
  3 17 to the memory of Secretary of Commerce Ronald H.
  3 18 Brown, and that he be recognized posthumously for his
  3 19 many contributions to the citizens of this state and
  3 20 the country; and
  3 21    BE IT FURTHER RESOLVED, That the Secretary of the
  3 22 Senate prepare an official copy of this Resolution for
  3 23 presentation to Secretary Brown's wife, Alma Brown.
