1 4 following:
1 5 3. The director shall provide nonresident deer
1 6 hunting licenses for allocation as requested by a
1 7 majority of a committee consisting of the majority
1 8 leader of the senate, speaker of the house of
1 9 representatives, and director of the department of
1 10 economic development, or their designees. If a deer
1 11 hunt for nonresidents is organized by the governor,
1 12 the governor shall allocate the nonresident licenses
1 13 for the nonresident guests and dignitaries. The
1 14 licenses provided pursuant to the subsection shall be
1 15 in addition to the number of nonresident licenses
1 16 authorized pursuant to section 483A.8. The purpose of
1 17 the special nonresident licenses is to allow state
1 18 officials and local development groups to promote the
1 19 state and its natural resources to nonresident guests
1 20 and dignitaries. Photographs, video tapes, or any
1 21 other form of media resulting from the hunting
1 22 visitation shall not be used for political campaign
1 23 purposes. The nonresident licenses shall be issued
1 24 without application upon payment of the nonresident
1 25 deer hunting license fee and the wildlife habitat
1 26 stamp fee. The licenses are valid in all zones open
1 27 to deer hunting. The hunter safety and ethics
1 28 education certificate requirement pursuant to section
1 29 483A.27 is waived for a nonresident issued a license
1 30 pursuant to this subsection.

1 32 turkey hunting licenses for allocation as requested by
1 33 a majority of a committee consisting of the majority

1 35 representatives, and director of the department of
1 36 economic development, or their designees. If a wild
1 37 turkey hunt for nonresidents is organized by the
1 38 governor, the governor shall allocate the nonresident
