ADOPTION OF HOUSE RESOLUTION 15

Boggess of Page called up for consideration House Resolution 15,
a resolution urging the United States Postal Service to issue a
commemorative postage stamp honoring America's coal miners, and
moved its adoption.

The motion prevailed and the resolution was adopted.

Gipp of Winneshiek asked and received unanimous consent for the

8 upon the effective date of the rule adopted by the
9 department of natural resources pursuant to chapter
10 17A which provides upgraded construction design
11 standards for formed manure storage structures
12 constructed on karst terrain or an area which drains
13 into a known sinkhole as provided in section 459.307.
14 2. The department's adopted rule referred to in
15 subsection 1 and as published in the Iowa
16 administrative bulletin shall include a notice in its
17 preamble. The notice shall state that the amendments
18 to sections 459.307, 459.308, and 459.310, as provided
19 in this Act, are applicable upon the effective date of
20 the adopted rule. The department shall deliver a copy
21 of the preamble and adopted rule to the Iowa Code
22 editor within fifteen days after the adopted rule is
23 published in the Iowa administrative bulletin."

House File 683, by Gipp and Myers, a bill for an act relating to
economic development by creating an Iowa values board and Iowa
values fund, modifying the value-added agricultural products and
processes financial assistance program, providing endow Iowa seed
grants and endow Iowa tax credits, providing funding and tax credits
for economic development regions, creating workforce training and
economic development funds for community colleges, establishing a
school financing program for school infrastructure purposes, creating
a cultural and entertainment district certification program,
increasing the availability of rehabilitation project tax credits,
eliminating a small business advisory council, making
appropriations, and including effective date and retroactive
applicability provisions.
