  1  1    Section 1.  Section 8.22A, subsection 2, Code 2003, is
  1  2 amended to read as follows:
  1  3    2.  a.  The conference shall meet as often as deemed
  1  4 necessary, but shall meet at least quarterly.  The conference
  1  5 may use sources of information deemed appropriate.  At least
  1  6 one of the quarterly meetings shall be held during the regular
  1  7 session of the general assembly.
  1  8    b.  In addition to the specific requirements in law for the
  1  9 use of estimates agreed to by the conference, an estimate
  1 10 agreed to by the conference shall be used by the three
  1 11 branches of state government for the other budgeting
  1 12 activities of the branches.
  1 13    c.  Administrative support and other assistance for the
  1 14 conference shall be provided by the department of management
  1 15 and by other departments and agencies as deemed appropriate by
  1 16 the conference.
  1 17    d.  The conference may retain an organization to serve as
  1 18 an additional source of information as deemed appropriate by
  1 19 the conference.  In selecting an organization, the conference
  1 20 shall give consideration to both public and private
  1 21 organizations.  If an organization is retained, the conference
  1 22 shall review the arrangement with the organization at least
  1 23 every four years.  
  1 24                           EXPLANATION
  1 25    This bill relates to the responsibilities and authority of
  1 26 the revenue estimating conference.
  1 27    The bill requires at least one of the conference's
  1 28 quarterly meetings to be held during the regular session of
  1 29 the general assembly.  In addition to the requirements in
  1 30 current law for using estimates agreed to by the conference,
  1 31 the bill requires the estimates to be used in the other
  1 32 budgeting activities of the three branches of state
  1 33 government.
  1 34    The department of management, other departments of the
  1 35 executive branch, and agencies are required to provide
  2  1 administrative support and other assistance as deemed
  2  2 appropriate by the conference.  In addition, the conference is
  2  3 authorized to retain an organization to serve as an additional
  2  4 source of information to the conference and shall consider
  2  5 both public and private organizations in making a selection.
  2  6 If an organization is retained, the arrangement with the
  2  7 organization must be reviewed as least every four years.
