  1  4 RELATING TO THE TRAINING OF AN INDIVIDUAL WHO INTENDS TO BECOME
  1  5    CERTIFIED AS A LAW ENFORCEMENT OFFICER.

  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  8 
  1  9    Section 1.  NEW SECTION.  80B.11D  TRAINING.
  1 10    1.  An individual who is not a certified law enforcement
  1 11 officer may apply for attendance at a short course of study at
  1 12 an approved law enforcement training program if such
  1 13 individual is sponsored by a law enforcement agency.  Such
  1 14 individual may be sponsored by a law enforcement agency that
  1 15 either intends to hire or has hired the individual as a law
  1 16 enforcement officer.
  1 17    2.  An individual who submits an application pursuant to
  1 18 subsection 1 shall, at a minimum, meet all minimum hiring
  1 19 standards as established by academy rules, including the
  1 20 successful completion of certain psychological and physical
  1 21 testing examinations.  In addition, such individual shall be
  1 22 of good moral character as determined by a thorough background
  1 23 investigation by the hiring law enforcement agency.  The
  1 24 academy shall conduct the requisite testing and background
  1 25 investigation for a fee if the law enforcement agency does not
  1 26 do so, and for such purposes, the academy shall be defined as
  1 27 a law enforcement agency and shall have the authority to
  1 28 conduct a background investigation including a fingerprint
  1 29 search of local, state, and national fingerprint files.
  1 30    3.  An individual who submits an application pursuant to
  1 31 subsection 1 shall, at a minimum, submit proof of successful
  1 32 completion of a two-year or four-year police science or
  1 33 criminal justice program at an accredited educational
  1 34 institution in this state approved by the academy.
  1 35    4.  An individual shall not be granted permission to attend
  2  1 an approved law enforcement training program pursuant to
  2  2 subsection 1 if such acceptance would result in the
  2  3 nonacceptance of another qualifying applicant who is a law
  2  4 enforcement officer.
  2  5    5.  This section applies only to individuals who apply for
  2  6 certification through a short course of study as established
  2  7 by rule.
  2  8    6.  An individual who has not been hired by a law
  2  9 enforcement agency must be hired by a law enforcement agency
  2 10 within eighteen months of completing the short course of study
  2 11 in order to obtain certification pursuant to this section.
