  1  4 RELATING TO GOVERNMENTAL ETHICS DISCLOSURE REPORTS, INCLUDING
  1  5    REPORTS RELATED TO RECEPTIONS FOR MEMBERS OF THE GENERAL
  1  6    ASSEMBLY DURING SESSION DETAILING FOOD, BEVERAGE, AND
  1  7    ENTERTAINMENT RECEIVED BY PUBLIC OFFICIALS AND PUBLIC
  1  8    EMPLOYEES, AND REPORTS FILED BY CLIENTS OF LOBBYISTS BEFORE
  1  9    THE GENERAL ASSEMBLY AND THE EXECUTIVE BRANCH PERTAINING TO
  1 10    MONEYS PAID FOR LOBBYING PURPOSES.  
  1 11 
  1 12 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1 13 
  1 14    Section 1.  Section 68B.22, subsection 4, paragraph e, Code
  1 15 2003, is amended to read as follows:
  1 16    e.  Anything available or distributed free of charge to
  1 17 members of the general public without regard to the official
  1 18 status of the recipient.  This paragraph shall not apply to
  1 19 receptions described under paragraph "r".
  1 20    Sec. 2.  Section 68B.22, subsection 4, Code 2003, is
  1 21 amended by adding the following new paragraph:
  1 22    NEW PARAGRAPH.  r.  Gifts of food, beverage, and
  1 23 entertainment received by public officials or public employees
  1 24 at a reception where every member of the general assembly has
  1 25 been invited to attend, when the reception takes place during
  1 26 a regular session of the general assembly.  A sponsor of a
  1 27 reception under this paragraph shall file a report disclosing
  1 28 the total amount expended, including in-kind expenditures, on
  1 29 food, beverage, and entertainment for the reception.  The
  1 30 report shall be filed with the secretary of the senate, the
  1 31 chief clerk of the house, and the board within five business
  1 32 days following the date of the reception.
  1 33    Sec. 3.  Section 68B.38, Code 2003, is amended to read as
  1 34 follows:
  1 35    68B.38  LOBBYIST'S CLIENT REPORTING.
  2  1    1.  a.  On or before January 31 and July 31 1 of each year,
  2  2 a lobbyist's client shall file with the general assembly or
  2  3 board a report that contains information on all salaries,
  2  4 fees, and retainers paid by the lobbyist's client to the
  2  5 lobbyist for lobbying purposes during the preceding six twelve
  2  6 calendar months.
  2  7    b.  Reports by a lobbyist's clients shall be filed with the
  2  8 same entity with which the lobbyist filed the lobbyist's
  2  9 registration.
  2 10    2.  a.  The report due January 31 shall include a
  2 11 cumulative total of all salaries, fees, retainers, and
  2 12 reimbursements of expenses paid to the lobbyist for lobbying
  2 13 activities during the preceding calendar year.
  2 14    b.  The secretary of the senate, chief clerk of the house,
  2 15 and the board shall develop forms to implement this section.
