  The Senate met in regular session at 9:05 a.m., President Kramer
  presiding.

  Prayer was offered by Bishop Steve Ullestad, pastor of the
  Northeastern Iowa Synod of the Evangelical Church of America,
  Waverly, Iowa.

  The Journal of Wednesday, January 22, 1997, was approved.

  INTRODUCTION OF BILLS

  Senate File 53, by Flynn, a bill for an act relating to the income
  tax exemption for retirement income for purposes of state individual
  income taxation and providing a retroactive applicability date.

  Senate File 54, by Flynn, a bill for an act providing for
  maintenance and repair of out-of-state commercial vehicles and
  providing an effective date.

  Senate File 55, by Kibbie, a bill for an act increasing the amount
  of the regular program district cost guarantee for school districts and
  providing an effective date.
