1 1 Section 1. NEW SECTION. 99F.4C MORATORIUM FOR ISSUANCE
1 2 OF LICENSES FOR GAMBLING GAMES AND PARI-MUTUEL WAGERING.
1 3 1. Commencing with the effective date of this Act, the
1 4 commission shall not issue a license to conduct pari-mutuel
1 5 wagering at a racetrack pursuant to chapter 99D or to conduct
1 6 gambling games on an excursion boat or at a pari-mutuel
1 7 racetrack pursuant to this chapter until December 1, 2002.
1 8 2. This section does not affect the validity of a license
1 9 issued by the commission pursuant to chapter 99D or 99F before
1 10 the effective date of this Act or the authority of the
1 11 commission to suspend, revoke, or renew a license issued
1 12 before the effective date of this Act pursuant to chapter 99D
1 13 or 99F.
1 14 Sec. 2. EFFECTIVE DATE. This Act, being deemed of
1 15 immediate importance, takes effect upon enactment.
1 16 EXPLANATION
1 17 This bill creates new Code section 99F.4C to provide for a
1 18 moratorium on the issuance of additional licenses by the state
1 19 racing and gaming commission to conduct pari-mutuel wagering
1 20 at racetracks or to conduct gambling games on excursion boats
1 21 or at pari-mutuel racetracks until December 1, 2002. The
1 22 conduct of gambling games at pari-mutuel racetracks and on
1 23 excursion boats must be resubmitted to the county electorate
1 24 for the approval at the general election in 2002 and each
1 25 eight years thereafter as provided in section 99F.7.
1 26 This bill is effective upon enactment.
