1 1 Section 1. NEW SECTION. 99F.4C MORATORIUM FOR ISSUANCE
1 2 OF LICENSES FOR GAMBLING GAMES AND PARI-MUTUEL WAGERING.
1 3 1. Commencing with the effective date of this Act, the
1 4 commission shall not issue a license to conduct pari-mutuel
1 5 wagering at a racetrack pursuant to chapter 99D or to conduct
1 6 gambling games on an excursion boat or at a pari-mutuel
1 7 racetrack pursuant to this chapter until October 1, 1998, or
1 8 until one hundred eighty days after the final report of the
1 9 national gambling impact study commission has been submitted
1 10 to the governor pursuant to section 4(b) of the federal
1 11 National Gambling Impact Study Commission Act, whichever date
1 12 is later.
1 13 2. This section does not affect the validity of a license
1 14 issued by the commission pursuant to chapter 99D or 99F before
1 15 the effective date of this Act or the authority of the
1 16 commission to suspend, revoke, or renew a license issued
1 17 pursuant to chapter 99D or 99F before the effective date of
1 18 this Act.
1 19 Sec. 2. EFFECTIVE DATE. This Act, being deemed of
1 20 immediate importance, takes effect upon enactment.
1 21 EXPLANATION
1 22 This bill creates new Code section 99F.4C to provide for a
1 23 moratorium on the issuance of additional licenses by the state
1 24 racing and gaming commission to conduct pari-mutuel wagering
1 25 at racetracks or to conduct gambling games on excursion boats
1 26 or at pari-mutuel racetracks until October 1, 1998, or until
1 27 180 days after the final report of the national gambling
1 28 impact study commission has been submitted to the governor,
1 29 whichever date is later.
1 30 This bill is effective upon enactment.
