1 2 BY (PROPOSED COMMITTEE ON COMMERCE RESOLUTION
1 3 BY CHAIRPERSON JENSEN)
1 4 A Concurrent Resolution encouraging the federal
1 5 government to investigate the pricing of liquid
1 6 propane gas and other heating fuels.
1 7 WHEREAS, the price of liquid propane gas in Iowa reached an
1 8 average of $1.01 per gallon on December 23, 1996, while other
1 9 midwest states experienced significantly lower prices; and
1 10 WHEREAS, approximately 14 percent of Iowans use liquid
1 11 propane gas for heating purposes, and additional supplies are
1 12 used by farmers for drying grain; and
1 13 WHEREAS, the high price of other heating fuels used by
1 14 Iowans remains a concern; and
1 15 WHEREAS, Iowans are entitled to a pricing structure free
1 16 from manipulation and to equitable prices with respect to
1 17 liquid propane gas and other heating fuels; NOW THEREFORE,
1 18 BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES
1 19 CONCURRING, That the federal administration and Congress are
1 20 encouraged and requested to investigate the pricing mechanism
1 21 for and the prices of liquid propane gas and other heating
1 22 fuels to assure that Iowans and the citizens of other states
1 23 affected by these prices are paying fair and reasonable
1 24 prices; and
1 25 BE IT FURTHER RESOLVED, That such investigation also
1 26 include an inquiry as to why reserves have been inadequate at
1 27 a time when the demand for such fuels is high and an analysis
1 28 as to how the supply system used by refineries and suppliers
1 29 might be improved so that heating fuel supplies can be
1 30 transported efficiently and in a cost-effective manner to meet
1 31 demand; and
1 32 BE IT FURTHER RESOLVED, That upon passage by both the
1 33 Senate and the House of Representatives, that copies of this
1 34 resolution be delivered to the President of the United States,
1 35 the members of Iowa's congressional delegation, and United
2 1 States Secretary of Energy Hazel O'Leary or her successor.
