The following message was received from the Senate:

the Senate has on February 20, 1997, passed the following bill
in which the concurrence of the House is asked:

references to the Internal Revenue Code and providing a
retroactive applicability date and an effective date.

other governmental entities to provide for the acquisition,
construction, and equipping of sewer systems, and authorizing
the issuance of revenue obligations to finance the projects.
