1 1 Section 1. NEW SECTION. 8.35B PERFORMANCE GOALS.
1 2 1. For purposes of this section, unless the context
1 3 otherwise requires, the term "budgeting for results" means the
1 4 budgeting process which includes steps for identifying and
1 5 measuring desired results by use of results-oriented
1 6 performance measures. Under budgeting for results the
1 7 performance measures are developed by a department or
1 8 establishment in collaboration with the department of
1 9 management and the legislative fiscal bureau for a program
1 10 administered by the department or establishment.
1 11 2. If a new program commences on or after January 1, 1998,
1 12 under a department or establishment or if a new rule is passed
1 13 on or after July 1, 1997, or if the source of funding for a
1 14 program administered by a department or establishment is
1 15 changed from the source of funding used in the previous fiscal
1 16 year, the program or rule shall be included in budgeting for
1 17 results. A new program shall not be approved by the general
1 18 assembly unless the new program is included in budgeting for
1 19 results.
1 20 3. The departments and establishments utilizing budgeting
1 21 for results shall collect data, as determined by the
1 22 department of management in collaboration with the legislative
1 23 fiscal bureau, for use in evaluating the programs included in
1 24 budgeting for results. The data shall measure the
1 25 effectiveness of a program in achieving the stated desired
1 26 results. Analysis of the data and evaluations of the
1 27 effectiveness of a program in achieving the desired results
1 28 shall be submitted by the departments and establishments to
1 29 the governor and general assembly for use in making budgetary
1 30 and policy decisions. A new program shall not be considered
1 31 by the general assembly unless an analysis of the data and
1 32 evaluations of the effectiveness of a program in achieving the
1 33 desired results has been incorporated into a fiscal note.
1 34 EXPLANATION
1 35 The bill requires executive branch agencies to implement a
2 1 new budgeting process.
2 2 New Code section 8.35B requires the departments under the
2 3 executive branch of government to implement "budgeting for
2 4 results," a term defined in the section.
2 5 The process involves a department, in collaboration with
2 6 the department or management and the legislative fiscal
2 7 bureau, developing results-oriented performance measures for
2 8 the programs administered by the department. If a program is
2 9 created on or after January 1, 1998, or if a new rule is
2 10 passed on or after July 1, 1997, or if the source of funding
2 11 for a program is changed from the source of funding used in
2 12 the previous fiscal year, the program or rule shall be
2 13 included in budgeting for results.
