1 1 Section 1. Section 321.34, Code 1997, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 23. PREVENTION OF DOMESTIC VIOLENCE
1 4 PLATES.
1 5 a. An owner referred to in subsection 12, upon written
1 6 application to the department, may order special registration
1 7 plates with a prevention of domestic violence emblem. The
1 8 emblem shall be designed by the department in cooperation with
1 9 the Iowa coalition against domestic violence.
1 10 b. The special prevention of domestic violence fee for
1 11 letter number designated prevention of domestic violence
1 12 plates is thirty-five dollars. The fee for personalized
1 13 prevention of domestic violence plates is twenty-five dollars,
1 14 which shall be paid in addition to the special prevention of
1 15 domestic violence fee of thirty-five dollars. The annual
1 16 special prevention of domestic violence fee is ten dollars for
1 17 letter number designated registration plates and is fifteen
1 18 dollars for personalized registration plates which shall be
1 19 paid in addition to the regular annual registration fee. The
1 20 fees collected by the director under this subsection shall be
1 21 paid monthly to the treasurer of state and credited to the
1 22 road use tax fund. Notwithstanding section 423.24, and prior
1 23 to the crediting of revenues to the road use tax fund under
1 24 section 423.24, subsection 1, paragraph "d", the treasurer of
1 25 state shall transfer monthly from those revenues to the
1 26 attorney general for use in domestic violence programs, the
1 27 amount of the special prevention of domestic violence fees
1 28 collected in the previous month for the plates.
1 29 EXPLANATION
1 30 This bill establishes a prevention of domestic violence
1 31 special motor vehicle registration plate. The bill provides
1 32 that the emblem for the plate shall be designed by the state
1 33 department of transportation and the coalition against
1 34 domestic violence. The bill sets a $35 special prevention of
1 35 domestic violence fee for the plates, which is in addition to
2 1 the regular vehicle registration fee and the $25 fee for
2 2 personalized plates. The additional renewal fees for the
2 3 plates are $10 for regular plates and $15 for personalized
2 4 plates. Proceeds from the special prevention of domestic
2 5 violence fee are to be transferred to the attorney general to
2 6 be used for domestic violence programs which previously
2 7 received funding through the domestic abuse services income
2 8 tax check-off.
