Define and describe functions of a Professional Employer Organization (PEO), and address issues involving PEOs, such as co-employment relationships, differentiating PEOs from temporary staffing agencies and employee leasing companies, consider other states' activities concerning PEO regulation and fees, consider client perspectives, consider operation of PEOs with collective bargaining, consider PEO employee benefit questions including worker and unemployment compensation, and identify the perspective of Iowa Workforce Development concerning PEOs.
