  chronic substance abusers.

  Final Vote:  Ayes, 7:  Redwine, Bartz, Behn, Boettger, Miller, Schuerer, and
  Veenstra.
  Nays, 6:  Tinsman, Hammond, Dvorsky, Harper, Holveck, and Shearer.  Absent
