1 1 Section 1. K-12 ICN MASTER VIDEO SCHEDULING. The public
1 2 broadcasting division of the department of education shall
1 3 convene a working group to study and develop an Iowa
1 4 communications network (ICN) master video schedule and
1 5 calendar for kindergarten through grade twelve (K-12) that
1 6 encourage school districts to integrate telecommunications
1 7 into the curriculum, support the development of distance
1 8 learning instructional activities that can be shared by
1 9 districts regionally or statewide via the ICN, and expand the
1 10 educational community user base.
1 11 The working group shall consist of representatives of
1 12 school district and area education agency administrators and
1 13 curriculum directors, regional schedulers and regional
1 14 telecommunications council coordinators, and the education
1 15 telecommunications council, along with the administrator of
1 16 the division or the administrator's designee, the director of
1 17 the department of education or the director's designee, and
1 18 the executive director of the Iowa telecommunications and
1 19 technology commission or the executive director's designee.
1 20 The working group shall conduct a statewide K-12 distance
1 21 learning needs assessment that examines the current status of
1 22 course and class sharing and determines the impact of future
1 23 teacher shortages and declining enrollment trends, and the
1 24 potential of integrating ICN distance learning activities with
1 25 regional academies. The working group shall also seek and
1 26 evaluate examples of scheduling agreements and arrangements
1 27 for ICN use entered into by school districts.
1 28 The working group shall submit its recommendations to the
1 29 education telecommunications council for consideration. Any
1 30 recommendations for legislation proposed by the working group
1 31 shall be submitted to the general assembly by January 15,
1 32 2002.
1 33 EXPLANATION
1 34 This bill directs the public broadcasting division (Iowa
1 35 public television) to convene a working group to study and
2 1 develop a kindergarten through grade 12 (K-12) Iowa
2 2 communications network (ICN) master video schedule and
2 3 calendar that encourages school districts to voluntarily move
2 4 to class and course scheduling that results in increased usage
2 5 of the ICN for distance learning and learning activities.
2 6 The working group is made up of representatives from school
2 7 districts, area education agencies, the regional
2 8 telecommunications councils, the education telecommunications
2 9 council, the Iowa telecommunications and technology
2 10 commission, the public broadcasting division, and the
2 11 department of education.
2 12 The working group is to conduct a statewide K-12 distance
2 13 learning needs assessment and seek and evaluate examples of
2 14 scheduling agreements and arrangements for ICN use entered
2 15 into by school districts.
2 16 The working group must submit its recommendation to the
2 17 education telecommunications council for consideration. The
2 18 working group must submit any proposals for legislation to the
2 19 general assembly by January 15, 2002.
