nullify an administrative rule of the department of revenue and
finance relating to the collection of a fee to recover direct costs in the

establishing registration for persons choosing not to receive telephone
solicitations, establishing a private cause of action and providing for
recovery of attorney fees, requiring consumer notification of rights,
establishing fees and making an appropriation, and providing civil
and criminal penalties.

agricultural production, by prohibiting acts relating to facilities or
