PAG LIN 1 1 Section 1. Section 477C.2, Code 2001, is amended by adding 1 2 the following new subsection: 1 3 NEW SUBSECTION. 6. "TTY" means a text telephone device 1 4 utilized to communicate with or between persons who are deaf 1 5 or hard-of-hearing or who have speech impairments, by typing 1 6 and reading text. 1 7 Sec. 2. Section 477C.5, subsection 1, Code 2001, is 1 8 amended to read as follows: 1 9 1. A dual party relay council is established, consisting 1 10 of eleven members appointed by the board. The council shall 1 11 advise the board on all matters concerning relay service,and1 12 equipment distribution programs, and TTY telephone directory 1 13 notations. 1 14 Sec. 3. NEW SECTION. 477C.8 TELEPHONE DIRECTORY NOTATION 1 15 FOR TTY TELEPHONE NUMBERS. 1 16 Any person, firm, or corporation providing telephone 1 17 service which distributes or causes to be distributed copies 1 18 of a telephone directory shall provide a notation next to a 1 19 telephone listing that the number is a TTY telephone number, 1 20 or provide a complete listing of TTY telephone numbers within 1 21 the directory. Telephone service providers shall provide a 1 22 notation that a listed number is a TTY telephone number in 1 23 every section of a telephone directory within which the number 1 24 appears, including the residential, business, and advertising 1 25 sections. A telephone service provider shall be deemed to 1 26 have met the requirements of this section by providing for a 1 27 separate TTY reference section within the directory, listed in 1 28 the directory index and designated in the directory by the 1 29 notation "see TTY page". 1 30 EXPLANATION 1 31 This bill provides that any person, firm, or corporation 1 32 providing telephone service which distributes or causes to be 1 33 distributed copies of a telephone directory shall provide a 1 34 notation next to a telephone listing that the number is a TTY 1 35 telephone number, or provide a complete listing of TTY 2 1 telephone numbers within the directory. The notation that a 2 2 telephone number is a TTY number shall be made in each section 2 3 of the telephone directory within which the number appears, 2 4 including the residential, business, and advertising sections. 2 5 The bill provides that "TTY" refers to a text telephone device 2 6 utilized to communicate with or between persons who are deaf 2 7 or hard-of-hearing or who have speech impairments, by typing 2 8 and reading text. The bill provides that the requirement that 2 9 TTY numbers be listed may be met by establishing a separate 2 10 TTY reference section within the directory, listed in the 2 11 directory index and designated in the directory by the 2 12 notation "see TTY page". The bill additionally provides that 2 13 the dual party relay council established in Code section 2 14 477C.5 shall include TTY telephone directory listings within 2 15 the scope of the matters upon which it advises the utilities 2 16 board created pursuant to Code section 474.1. 2 17 LSB 1367HH 79 2 18 rn/gg/8
