    Final Vote: Ayes, 13: Palmer, Husak, Bennett, Connolly, Deluhery, Drake,
    Freeman, Hedge, Iverson, Murphy, Neuhauser, Priebe and Vilsack. Nays,
    none. Absent or not voting, 2: McLaren and Szymoniak.
