ARTHUR L. RULE

MR. PRESIDENT: Your committee appointed to prepare suitable resolutions commemorating the life, character, and public service of the late Honorable Arthur L. Rule, begs leave to submit the following:

Arthur L. Rule was born in Mason City, Iowa, January 4, 1876, and was a resident of that city his entire life where he was identified with numerous enterprises connected with the growth of the community. He was a member of the law firm of Blythe, Markley and Rule from 1903 until his death.

As a young man Mr. Rule attended Shattuck Military Academy at Faribault, Minnesota, and Northwestern University and was a graduate of the State University of Iowa, where he received his law degree. On June 5, 1901, he was married to Miss Edith Brady of Cedar Rapids, who preceded him in death, and from this union two daughters were born, Mrs. Edith Rule Carrington and Miss Margaret B. Rule.

Mr. Rule was a veteran of the Spanish-American War where he became a personal friend of General Rush Lincoln, a relative of Abraham Lincoln. He was a Lieutenant Colonel in the Iowa National Guard. Being a profound student of Lincoln, Mr. Rule was always delighted to speak on the life of the Great Emancipator at the annual observance of Lincoln’s birthday and on February 12, 1931, he gave an address on Lincoln before a joint session of the Iowa legislature. In 1916 Mr. Rule was elected to the Iowa Senate, where he served for four years.

Arthur Rule came as near as anyone could to being everyone’s friend and counsellor and he was always happy to converse with people interested in history and the theatre. During his lifetime he made a wide acquaintance among the leading theatrical people of our country and many a time was host to theatrical and circus people when they visited his home town of Mason City.

Mr. Rule passed away on November 4, 1940, at his home in Mason City.

Be It Resolved by the Senate of the Forty-ninth General Assembly: In the passing of Senator Rule the State of Iowa has lost a faithful servant and the people a real friend; and we extend to Mrs. Edith Rule Carrington and Miss Margaret B. Rule our sincere sympathy.

Be It Further Resolved, That a copy of this resolution be entered in the memorial section of the Journal, and that a copy be sent to the two surviving daughters.
