Senator from the Fourteenth District, composed of the county of Mahaska, was born on his father's farm in Garfield township, Mahaska county. His parents were both natives of Wales. His younger years were spent on the farm and his early education received in the common schools. He graduated from Penn College in 1882 and then attended the Law Department of the State University, graduating in 1884. He commenced the practice of law at Oskaloosa and has remained in that city ever since. He was elected city solicitor in 1891. Elected member of the House of Representatives in 1899 and re-elected in 1901, serving during the Twenty-eighth and Twenty-ninth General Assemblies. Elected State Senator in 1903 and served during the Thirtieth, Thirty-first and Thirty-second General Assemblies.
