The House met pursuant to adjournment at 1:03 p.m., Speaker
Rants in the chair.

Prayer was offered by Reverend Mark Osterhaus, pastor of St.
Matthew's Church, Cedar Rapids. He is the son of the Honorable Bob
Osterhaus, state representative from Jackson County, and the guest
of Representative Rob Hogg of Linn County.

PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led by the Des Moines Isiserettes.
They were the guests of Representative Ford of Polk County.

proposing an amendment to the Constitution of the State of Iowa to
make the Constitution of the State of Iowa gender neutral.

ADOPTION OF HOUSE RESOLUTION 18

Gipp of Winneshiek asked and received unanimous consent for the
immediate consideration of House Resolution 18, a resolution
recognizing the significant achievements of the Tuskegee Airmen
during World War II and the involvement of Iowans in those
achievements and expressing appreciation on behalf of the citizens of
this state.

Ford of Polk, Miller of Webster, Berry of Black Hawk, Myers of
Johnson and Gipp of Winneshiek read parts of the resolution and
moved its adoption.

The motion prevailed and the resolution was adopted.

SPECIAL PRESENTATION

Robert V. Morris, founder and chief executive officer of the Fort
Des Moines Memorial Park and Education Center read the names of
the Tuskegee Airman and spoke regarding the memorial.

The House rose and expressed its welcome.

requesting that the United States Congress take all action required to
preserve free and private enterprise, prevent monopoly, and to
protect consumers by immediately enacting legislation to prohibit
livestock packers from owning, controlling, or feeding livestock to

such an extent that producers can no longer materially participate in
the management of their livestock operations as provided in Senate
Bill 27 introduced by the Honorable Senator Charles E. Grassley and
cosponsored by the Honorable Senator Tom Harkin and others.
