The House met pursuant to adjournment at 1:07 p.m., Speaker
Siegrist in the chair.

Prayer was offered by Bishop Gregory Palmer, Bishop of the
United Methodist Church, Des Moines. He is the guest of
Representatives Janet Petersen of Polk County and Steve Richardson
of Warren County.

The Journal of Friday, March 9, 2001 was approved.

PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led by students from Perkins
Elementary School in Des Moines. They were accompanied by their
teacher, Jim Guttau. They were the guests of the Honorable Donna
Barry, state representative from Harrison County and the Honorable
Janet Petersen, state representative from Polk County.

House File 578, by committee on education, a bill for an act
including specified foreign exchange pupils in the actual enrollment
of a school district, and providing an effective date.

act relating to the administration and management of the

relating to the size of drainage or levee districts having election
districts and requesting an interim study.

on the disbursement of economic development financial assistance
moneys by state agencies.

limiting the exemption from regulation of certain persons acting as
an attorney in fact regarding certain real estate transactions.

act relating to family investment program requirements regarding
the time period allowed for supported postsecondary education
assistance and including an applicability provision.

environment, a bill for an act relating to the taking of fish and game
by increasing fees for hunting, fishing, harvesting, and related
licenses, providing for additional licenses and fees, for deer

Jenkins of Black Hawk introduced to the House Jae IL Kim, the

Millennium Democratic Party of Seoul, South Korea.

HOUSE FILE 399 WITHDRAWN

Millage of Scott asked and received unanimous consent to
withdraw House File 399 from further consideration by the House.

MOTION TO RECONSIDER WITHDRAWN
(Senate File 267)

Millage of Scott asked and received unanimous consent to
withdraw the motion to reconsider Senate File 267, a bill for an act
relating to state budgetary matters by providing for reductions and
supplementation of appropriations made for the fiscal year beginning
July 1, 2000, and transferring, crediting, and appropriating certain
moneys, and providing an effective date, filed by him on Wednesday,
March 7, 2001.

CONSIDERATION OF BILLS
Regular Calendar

House File 435, a bill for an act relating to allocation and
payment of expenses arising from performance of duties by the Iowa
utilities board and the consumer advocate, providing for a report by
the Iowa utilities board, and providing an effective date, was taken
up for consideration.


QUORUM CALL

A non-record roll call was requested to determine that a quorum
was present. The vote revealed eighty-four members present, sixteen
absent.

SENATE FILE 279 SUBSTITUTED FOR HOUSE FILE 435

Metcalf of Polk asked and received unanimous consent to
substitute Senate File 279 for House File 435.

Senate File 279, a bill for an act relating to allocation and
payment of expenses arising from performance of duties by the Iowa
utilities board and the consumer advocate, providing for a report by
the Iowa utilities board, and providing an effective date, was taken
up for consideration.

Metcalf of Polk moved that the bill be read a last time now and
placed upon its passage which motion prevailed and the bill was read
a last time.
