  1  4 RELATING TO LIMITATIONS ON THE DISBURSEMENT OF ECONOMIC
  1  5    DEVELOPMENT FINANCIAL ASSISTANCE MONEYS BY STATE AGENCIES.

  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  8 
  1  9    Section 1.  Section 15A.1, Code 2001, is amended by adding
  1 10 the following new subsection:
  1 11    NEW SUBSECTION.  5.  In addition to the other requirements
  1 12 of this section, a state agency may give additional
  1 13 consideration or additional points in the application of
  1 14 rating or evaluation criteria in providing a grant, loan, or
  1 15 other financial assistance for economic development-related
  1 16 purposes to a person or business for whose benefit the
  1 17 financial assistance is to be provided if the person or
  1 18 business is located in an area that meets one of the following
  1 19 criteria:
  1 20    a.  The area is a brownfield site as defined in section
  1 21 15.291.
  1 22    b.  The area is a blighted area as defined in section
  1 23 403.17.
  1 24    c.  The area is located in a city or county that meets the
  1 25 distress criteria provided under the enterprise zone program
  1 26 in section 15E.194, subsection 1 or 2.
