  CERTIFICATES OF RECOGNITION

  The Secretary of the Senate issued the following certificates of
  recognition:

  Sally Mann, Cedar Rapids - For completing all the requirements for the
  highest
  award in Girl Scouting, "The Gold Award."  Senator Drake (04/19/99).

  Valley High School Music Department, West Des Moines - For being selected as
  the National GRAMMY Signature School.  Senator Kramer (04/19/99).

  Melissa Wright, Toddville - For completing all the requirements for the
  highest

  BILLS SIGNED BY THE GOVERNOR

  A communication was received announcing that on April 16, 1999,
  the Governor approved and transmitted to the Secretary of State the
  following bills:

  S.F. 190 - Relating to the requirements for establishing and operating a
  city cable
  communication utility.

  S.F. 233 - Relating to the preservation of records held by financial
  institutions.

  S.F. 303 - Requiring that the clerk of the district court confirm that
  notice has been
  given to required parties prior to the filing of a nonstatutory lien.

  The Secretary of the Senate submitted the following report:
