  1  5    "The department may use available moneys
  1  6 appropriated to the department in this Act in making
  1  7 efforts to comply with the requirements of the state
  1  8 under the consent decree of Connor v. Branstad, No.
  1  9 4-86-CV-30871 (S.D. Iowa, July 14, 1994)."
