on March 27, 1997, he approved and transmitted to the Secretary of State the following bills: House File 212, an act relating to the taxation of real property used in the operation of a racetrack or racetrack enclosure. House File 388, an act reducing the state individual income tax rates by ten percent and including an effective date provision. Also: That on March 31, 1997, he approved and transmitted to the Secretary of State the following bills: House File 309, an act relating to review and oversight of actions of the ozone transport assessment group. House File 320, an act increasing the exceptions to the registration requirements for postsecondary schools, and eliminating an exemption for nondegree specialty vocational training programs from the accreditation requirement for postsecondary schools. Senate File 190, an act relating to granting easements on certain property by the department of natural resources. Senate File 251, an act relating to compensation to victims of international terrorism who are residents of Iowa and providing an effective date. PROOF OF PUBLICATION (House File 717) Published copy of House File 717 and verified proof of publication of said bill in the Sergeant Bluff Advocate, a daily newspaper printed and published in Woodbury County, Iowa, on March 6, 1997, was filed with the Chief Clerk of the House prior to the time said bill was placed on passage in the House.
